RIGHT TO INFORMATION ACT -ITPO

Queries under RTI Act received in the month of April 2013

  • Head-wise details of payment made to me on account of perks during the year 2008-09, 2009-10, 2010-11, 2011-12 and 2012-13.
  • Head-wise details of payment of ACP arrear.
  • Individual earning card for the year 2008-09, 2009-10, 2010-11, 2011-12 and 2012-13 may be provided to me.”
  • Information if ITPO has given approval to organizers Coal Trans Conference New Delhi (C/o Euromoney plc UK) to conduct/hold event called 12th Coal-Trans during 12-13 March 2013 at Grand Hyatt Hotel in Goa, India.
  • Information in if ITPO has given similar approvals to Coal Trans Conference New Delhi (Euromoney plc UK) earlier too hosting similar event in past years for 11 times in India (in Mumbai & New Delhi at Various 5 star Hotels from time to time)
  • Information if ITPO’s approval is on ground that organizers can charge heavy amount of money/fee same as delegate fee or it should be kept free of charge for general public or section of public who wish to visit the exhibition area only and don’t wish to participate & visit the conference area as  Delegate.
  • Information on action which ITPO can take against the organizers if they don’t allow general public or section of public (free of charge) which might have interest  to visit the exhibition area only and don’t wish to participate & visit the conference area as Delegate.
  • Information if ITPO will ask the organizers to file a report on above point (2,3&4) and on future event date for India so that it is more in the interest of public or particular section of public which are connected to it.
  • Information on policies of ITPO while such approvals are given to organizers to hold events in India which must be in the interest of public or section of public.
  • Information sought in respect of Shri Bal Krishan, Ex-Asstt./Dy. Manager(Publicity) involved in Publicity Scan case of 1994-1997.
    1. Copy of charge sheet/office order issued by ITPO showing the penalty imposed on him.
    2. Copy of inquiry report of Inquiry Officer and reply given by Shri Bal Krishan., Ex-DM(Publicity).
    3. Copy of Office order issued by ITPO fixed charged on him.
    4. Copy of any Appeal made by him and reply given by ITPO.
  • Copies of the documents consisting of 165 pages as mentioned at Sr. No. (1) as per RTI reply reference NO. ITPO/PIC/02/04/2013 in regards to the minimum requirements, guidelines and conditions for the appointment of vendors in the ITPO Exhibition.
  • Copies/Access to the ITPO records for the various exhibitions held since 2006.
  • Copies/Access to the ITPO digital or E-records for its various exhibitions held since 2006.
  • Copies of the Protocol/Details as to the procedure adopted by the F&B Unit of ITPO for the undertaking/confirmation from vending point operators given the tenders.
  • Copies of the Protocol/Details as to the procedure adopted by the Security Division of ITPO for the entry and exit of equipment through transportation or otherwise.
  • The pay revision for employees of Central Public Sector (CPSEs) under the IDA pattern is done based on recommendations of committees set up for the purpose by the Government.  The periodicity of such revision was 5 years before 1997 and has thereafter been modified to 10 years.  The 2nd Pay Revision Committee was set up vide Resolution dated 30th September, 2006 which submitted its report in 2009, on which salaries were revised and fixed w.e.f. 01.01.2007.
  • I want to know the following details with respect to 2nd Pay Revision Committee’s recommendations and compliance by ITPO:
    1. What is the period set up for next pay revision for CPSEs viz. 5 years or 10 years?
    2. Is ITPO free to decide upon when next to revise remunerations of its employees? If yes, when does ITPO intends to revise pay of its employees?
    3. Has ITPO planned to set up a Committee for considering the matter of pay revision of its employees?  If yes, when?
    4. Is ITPO intends to follow the Dearness Pay (DA) system under which when IDA crosses 100%, Basic Pay is doubled as Dearness Pay (DP) and IDA again starts from zero?
    5. Is ITPO following the policy of providing Stagnation Increment of 3% of Basic Pay admissible up-to max. of 3 Stagnation Increment one after every 2 years?
    6. How many pay scales is ITPO following now (give details)? Is there any proposal to revamp/change them?
    7. Kindly provide details of Performance Related Pay (PRP) policy of ITPO.
    8. What is the status of Leave Travel Concession (LTC) scheme for ITPO employees, is it working? If the LTC scheme is working, how many ITPO employees have applied for LTC in last 2 financial years (2010-11 & 2011-12) and what was the amount given?
    9. Is there any restriction regulation in using ITPO’s name and logo by an ITPO official on his/her letterhead for un-official/personal purposes?
  • Kindly also provide file notings and action taken report on this RTI Application.
  • Through this RTI I want to know about the details of a Govt. employee Mr. Sanjeev Kumar s/o Late Sh. Neki Ram presently working in ITPO Dept. Pragati Maidan, resident of T-3, ward no.6, Islam Colony, near Saraswati Bal Mandir School, Mehrauli, New Delhi – 110030.
Please provide below information: -
    1. Details of the Date of joining as a Govt. employee.
    2. Details of his application for the Govt. employment given to him.
    3. Details of the basis of which he was employed as a Govt. employee.
    4. Details of the documents submitted by him at the time of joining and application for the job.
    5. Details of the post given to him at the time of joining.
    6. Details of criteria/eligibility for the post applied by him as well as his qualifications and eligibility for his employment as a Govt. employee.
    7. His office hours with details.
    8. Number of transfers/promotions with details after the date of joining.
    9. Details of his salary and bonus since joining as a Govt. employee.
    10. Details of the various taxes paid by him and deducted by the department since his joining as a govt.  employee.
    11. Details of his job responsibilities.
    12. Details of any kind of complaints/case/enquiry/unwanted activities related to him.
    13. Copy of service book and attendance record since the date of joining as a Govt. employee.
    14. Details of his LTC.
    15. Details of memo issued by dept. to him.
    16. Details of his retirement
    17. Details of his rules, regulations and limitations for him as a Govt. employee.
  • Copy of notings and  correspondence/orders on concerned files pertaining to appointment of Sikri & Co. in TFAI/ITPO as it’s counsels/advocates/standing  counsel.
  • Copy of any advertisement released by TFAI/ITPO seeking advocates/counsels’ empanelment before empanelling M/s. Sikri & Co., or subsequently at any stage.
  • Number of applications received for such empanelment and copies of scrutiny  notes/comparative statement prepared for selections made and copy of approvals by ED/CMD, ITPO and any outside correspondence made.
  • Intimation to ITPO by Mrs. Madhu Sikri of M/s Sikri and Co./ Mr. Ravi Sikri that her husband/brother  respectively – Shri A.K. Sikri was elevated as Hon’ble judge and later as Hon’ble Acting Chief Justice, Delhi High Court/Hon’ble Chief Justice of  Punjab & Haryana High  Court.
  • Total consultation charges in various cases (case-wise statement)/while giving advise on files, paid to M/s. Sikri & Co. right from the date of empanelment till date by TFAI/ITPO.
  • Total consultation charges paid by ITPO to M/s. Sikri & Co. so far while defending ITPO in cases filed/defended by the undersigned/advise obtained from senior advocates.
  • Total consultation charges paid by ITPO to M/s. Sikri & Co. w.r.t. my cases in CAT, Delhi.
  • A list of other empanelled counsels/advocates by TFAI/ITPO and other total charges paid to them so far (company-wise) and number of cases handled for TFAI/ITPO till date.
  • Number of cases represented by each empanelled counsel/advocate of TFAI/ITPO year-wise.
  • Provide the Status Report vide letter No.12(5)/2013-TP dated 26.03.2013 (copy enclosed)
  • Photostat  copy of my personal file.
  • I was suspended on 17.9.1997 and removed from service vide O.O 2-ITPO(41)Vig/97 dated 17.1.2000 received on 19.1.2000.  You are requested to kindly provide the details of payment made showing the complete details (break-up-wise) including arrears of pay fixation paid to undersigned w.e.f. 1.1.97 to 19.1.2000 (break-up-wise).  My humble request to FA&CAO kindly instruct the in-charge of Salary Section to provide the above information as early as possible.  I shall be thankful to you for favourable reply.

    1. Names and addresses of the existing Chairperson, Vice Chairperson, Official & Non-Official members.
    2. Date of appointment and retirement of Chairperson, Vice-Chairperson, Official & all the Non Official members.
    3. Tenure of the ITPO.
    4. Categories/Class/Heads under which non-Official members are appointed.
    5. Number of posts sanctioned for Non-Official under various categories.
    6. Are all the above posts occupied? Otherwise mention the vacancies that exist.
    7. In case of vacancies give names of persons (if any) whose names have been recommended/forwarded or are in the process of being appointed.
    8.  Eligibility and Criteria for appointment/Nomination under various categories.
    9.  Is there an age bond for appointment of Chairperson, Vice-Chairperson and Members?
    10.  Are there any reservations in appointment?
    11. Modus Operandi/Procedure of appointment.
    12. Salary, Remuneration, allowances, perks and other entitlements.
