ITPO/RTI/04/01/2015 Mrs. Durgesh Nandni New Delhi This is with reference to your letter No.ITPO/PIC/02/07/2015 dated March 13, 2015 providing therewith the reply to my RTI application dated 16.2.2015 (copy enclosed) Following further be information may please be provided under RTI Act: Reply to Point No.2 states it has been conveyed by the Admn. That the matter is under process. Please inform what is exact status and the process. Also, inform how it was conveyed in writing or verbally? If written, a copy of the same and if verbally, the name and designation of the officer of administration who informed in vigilance division the status of representation. The matter is presently pending due to verification and counter signature of the Rosters by L.O. SC/ST. Regarding second part of query, you are seeking clarification, which is not covered under the ambit of RTI Act, 2005. Hence, cannot be provided.
Reply to Point No.3 – ‘NO’. Kindly provide the copy of the guidelines which state that no information to complainant is necessary. There are no guidelines on this issue.
Reply to Point No.4 states, that there is no inordinate delay and mala fide intention in processing the case in administration division. Kindly inform, how much time/days come under the inordinate delay in reply/processing the case also kindly provide a copy of guidelines in this context. There are no guidelines as such. Further, seeking clarification is not covered under the ambit of information as defined u/s 2(f) of the RTI Act. Hence, cannot be provided.
Reply to Point No.6 states, that No guidelines are being framed by the Vigilance Division of ITPO. Kindly inform that in the absence of any guidelines, if any permission from office is required or the complain can be sent directly to CBI/CVC, if permission is required, from what level of officer in ITPO.
Reply to Point No.7 and 8 states, that the officers of ITPO’s Union/Officers Association can be posted in Administration Division –Yes. Kindly inform the rule position that if in the absence of any specific rule/policy being not framed for ITPO, if the rules of Govt. of India/DOC/DPE, etc. are followed. Also inform whether in the absence of any rules, officers of ITPO’s Union/Officer Association are nominated and handed over the policy document by what level officer and if the fact that the concerned officer has been holding or is related in the past with ITPO’s Union or Officers Association was informed to management before nomination. If yes, a copy of the same. Seeking clarification is not covered under the ambit of RTI Act, 2005. There is no transfer policy. However, the transfers are effected on need based basis.
In regard to list of Liaison Officers for SC/ST (copy enclosed), please inform whether the Liaison Officer for SC/ST is same for ex-TDA and ex-TFAI. Also inform, whether any comments have been submitted by any of the liaison officers while counter signing the DP:DR roster for ex-TDA since 1992 till date. If Yes, a copy of the same. Yes. The rosters are received with comments without countersignature of L.O. SC/ST. The Rosters can be inspected.
As regards the reply to Point No.10, kindly I would like to inspect the rosters of ex-TFAI for Executive, DM, Manager and SM; and ex-TDA rosters for Executive, DM, Manager and SM since 1992. The rosters for the posts wherever applicable can be inspected.
2. ITPO/RTI/04/02/2015 Shri R.P. Sharma New Delhi Details of deficit incurred in the overseas events, organized by ITPO.
  1. ITPO deputes team for overseas events to organize India Pavilion. Wherever deficit incurred in the overseas events for the last 5 (five) years, the details such as name of the fair/event, fair officer’s name, designation, division, the amount of deficit, reasons the amount of write off, made by ITPO may be provided.
As regards write off amounts in respect of dues pertaining to overseas events(detail list 1 page enclosed) for the period 2009-2010 to 2013-14, no amounts has been written off by the ITPO. Copy of Write off ledger (5 page) as provided by Finance Divn. is enclosed. It has been intimated by the Division(s) concerned that the information sought about ‘reasons’ of deficit is not available with them
  1. ITPO policy in regard to Write off on deficit incurred in the overseas events.
There is no specific write off policy related to Foreign Fairs except as mentioned in DFPR.
3. ITPO/RTI/04/03/2015 श्री आसिफ खान बशीर खान, मुम्बई कृपया डिपार्टमेंट आफ कामर्स तथा इसके अंतर्गत सभी विभागों व कार्यालयों द्वारा प्रकाशित सभी पुस्तकों, रिपोर्टों, डायरी, व सभी प्रकाशन की एक एक प्रति, जो आरंभ से अब तक प्रकाशित की गई है, भेजने का कष्ट करें ।“ इंडिया ट्रेड प्रमोशन आर्गेनाइजेशन के संदर्भ में, सूचना इस प्रकार है :- आई टी पी ओ कोई पुस्तक/ अनुसंधान रिपोर्ट प्रकाशित नहीं करता प्रकाशित और न ही डायरी/ कैलेण्डर छापता है 1 तथापि, आई टी पी ओ की पिछ्ले 5 वर्षों की वार्षिक रिपोर्ट संलग्न है 1 आई टी पी ओ केवल उद्योग व्यापार पत्रिका (हिंदी) और आई टी पी ओ के द्वारा आयोजित विभिन्न प्रदशनियों की फेयर गाईडें प्रकाशित कारता है जो मूल्य पर उपलब्धता कि स्थिति में आई टी पी ओ के सम्बंधित प्रभागों/ विभागों से भुगतान करके प्राप्त दी जा सकती है !

5. ITPO/RTI/04/05/2015 Shri Sanjay Azad, Ghaziabad Details pertains to Diwali Gift distribution during various years. Details pertains to distribution of Diwali Gift during various years as per the enclosed format and copy of approval of competent authority for eligibility criteria for distribution of Diwali gift to employee of ITPO during 2008, subject to maximum of five specific pages.” In this context, this is to inform that the requisite information as sought by you in the format, is not available in the compiled form. However, Statement (3 page) of distribution of Diwali gift items, is enclosed. Photocopy (6 page) of approval of competent authority, can be obtained from RTI Cell, ITPO, by depositing Rs.12/- towards photocopying charges of 6 pages @ Rs.2/- per page.
6. ITPO/RTI/04/06/2015 Shri Jagat Singh, New Delhi Ref: No.8-ITPO(6)E-I/2001 dated 4/9/2014 (copy enclosed) With reference to the above letter Admn. Division (ITPO) is requested to provide the following details:
  1. As per records of Admn. the different typing test were held on 06.09.1983, 17.09.1986, 13.09.1991 and 21.03.1994:
  2. How many employees appeared in these typing tests?
  3. How many employees passed the test and with status of the typing speed?
  4. How many employees were finally promoted?
Dated :06.09.1983 - 21- Appeared, 1 Candidate Passed with 43 w.p.m. Dated: 21.03.1994 - 15-Appeared, 03-Passed the Test with 30.12, 30.40 & 32.38w.p.m. Dated: 13.09.1991 - 25-Appeared. 08 Candidates passed the Test with speed 50.00, 49.00, 34.3, 34, 30.00, 43.3, 40.4, 40.4w.p.m. , Dated: 17.09.1986 &29.09.1986 - 24-Appeared, 03 Candidates passed the test with speed 37.7, 35.7, 34.8 w.p.m. Dated: 26.09.2005 - 1 candidate appeared and failed with 11.00 w.p.m. Typing speed. Those who had cleared the typing test were promoted to the post of LDC.
   
  1. In the above referred letter it is stated that:
In the year 1983 with the approval of CMD dated 28.09.1983 it was decided to de-link the categories such as Security Guards, packers and sweepers immediately who have opening in their own cadres from being clubbed with peons and daftaries for promotion to the post of LDC. Ex-post-facto approval had to be obtained from the Standing Committee for the draft RRs Annexure-II).” Please provide copy of ex-post facto approval obtained from the standing Committee for the Draft RRs.
The specified categories were de-linked with the approval of the then CMD. This matter was further discussed by the then Company Secretary and decided to take only the Selection grade of sweepers to the Standing Committee in its meeting held on 08.02.1884. However, it does not adversely impact on the applicant who was frequently invited for appearing in the typing tests along with other Class IV employees which he could not cleared even after giving ample opportunities.
   
  1. It is also stated in the above mentioned letter that opportunities were given to Shri Jagat Singh for appearing in typing test. How many chances were given to me. Please provide copy of all office orders where it was conveyed to me by Admn. Division to appear in the typing test.
It has been conveyed by the Divn. concerned that as per records, the applicant appeared in the Typewriting Test on the following dates and had obtained the following speed w.p.m.: 06.09.1983 -- Zero, 17.09.1986 -- Zero, 13.09.1991-- 17.05 , 21.031994 -- Zero, 26.09.2005 -- 11.00, 26.12.1997: Did. not attend the typist Test. Photocopy(11 page) of Circulars dated 29.08.1983, 05.09.1985, 02.09.1986, 23/26.04.1991, 25.07.1991, 11.09.1991, 15.10.1993, 08.03.0994, can be obtained from RTI Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi, by depositing Rs.22/- towards photocopying charges of 11 page @ Rs.2 per page.
   
  1. The employees junior to me in the same category were given promotion with the condition that their service will be regularized only after qualifying the typing test in one year. Please provide details/office orders where promotion was given to me with the same condition during 1983, 1986, 1991 and 1994.
It has been conveyed by the Division concerned that vide Office Order No. Admn/1077/2004 dated 01/10/2004, the applicant was promoted to the post of LDC on ad hoc basis subject to passing the typing test with prescribed speed within a years’ time. However, in spite of giving one year time, the applicant could not qualify the Test. Copy of office order dated 1.10.2004, can be obtained from RTI Cell, ITPO, New Delhi, by depositing Rs.2/- towards photocopying charges of 1 page @Rs.2/- per page.
7. ITPO/RTI/04/07/2015 Shri Banarasi Ram Delhi I want to inspect Policy File relating to merging Organisation – Dte of Exhibitions & Commercial Publicity (1) ICTFE Bombay & IITFO Pragati Maidan. TFAI came into force on 01.03.1977. S/Sh. Chetan Prakash to Amrit Singh were direct appointed on 15.11.76. They were overage- against the reserved post of SC/ST. The post of Investigators were filled up recruited by advertisement by UPSC/Employment exchange office.” In this context, this is to inform that the requisite information is more than 37 years old. The requisite file is not available/traceable. Hence, the inspection cannot be arranged.
