3.    Amount recoverable from M/s. Bhayana Tent & Decorator and on what account. Recovery amount of Rs.1,02,20,082/- towards interest on delayed payment (Rs.26,63,578/-) Property Tax (Rs.49,01,326/-) conservancy charges (Rs.5,28,014/-) Electricity charges (Rs.3,33,459/-) water charges (Rs.83,328/-) and service tax on space rent (Rs.17,10,377/-). M/s Bhayana have refused to pay Service Tax stating that Hon’ High Court of Delhi had stayed the amendment in the Service Tax seeking to levy tax on letting out on rent.
2. ITPO/PIC/02/02/2014 Ms. Anju Sharma, Delhi
  • Please intimate the Computation of the number of vacancies available has been carried out in all the establishment and further identified the posts for disabled persons within a period of three months (i.e. in ref. to Hon’ble Supreme Court order  dated 08.10.2013 and implemented the same without fail” as per provisions made.
  • Posts filled in all Groups under PWD as per Govt. of India’s Guidelines.
  • Please provide information indicating specifically that the Nodal officer of the concerned Ministry/Department including their Public Sector undertaking/ Government Companies, Cantonment Boards etc. has strictly observed the provisions of the reservation for the persons with Disabilities in accordance with the directions of the Hon’ble Supreme Court of India and complied with the directions as issued for the proper strict implementation of reservation for persons with disabilities.
  • Admn Divn. headed by SGM has implemented the provisions & directions of reservation for persons with disabilities.
  • Please provide information by confirming that Reservation for Persons with disabilities in Group ‘A’ or Group ‘B’ posts has been computed on the basis of total number of vacancies occurring in direct recruitment in all the Group ‘A’ posts or Group ‘B’ posts respectively, in the Cadre” and same stand reported to the Examination conducting authority viz. SSC,UPSC,DSSSAB, NCT Govt. of Delhi and Commissions/Recruitment board etc. for onward advertisement in the Newspapers for inviting the applications form the candidates of the reserved category i.e. from the persons with disabilities wherever applicable so as get the vacant posts filled up from the persons with disabilities.
  • Posts filled in all Groups under PWD as per Govt. of India’s Guidelines.
  • After computation of the number of vacancies as per yard-sticks and also after identifying the posts for persons with disabilities in compliance with the orders dated  08.10.2013 given by the Hon’ble Supreme Court of India,  please intimate the No. of vacancies so arisen out/arrived at after the re-casting and identifying the posts for the persons with disabilities which has been carried out by your Ministry/Deptt within three months and has also been reported to the SSC,DSSSAB,UPSC, Recruitment Board or Commission for advertisement of the vacant posts in respect of the persons with disabilities for inviting the application for filling up the posts since the period of three months as ordered  by the Supreme Court of India is effective from 8.10.2013 and will be over by 7th Jan 2013 by which date the computation work is required to be completed.  Please confirm the status of  compliance done as per proforma at Appendix “A” given below:

ITPO/PIC/02/05/2014 Shri Vivek Jha, New Delhi We have come to know that your organization has contributed/added/funded 2% of your profit after tax to fulfill your obligation under Corporate Social Responsibility and Sustainability for Central Sector Undertakings Schemes.  In this regard kindly give us the following information/documents:
  • The copy of the policy adopted by your organization for Corporate Social Responsibility and Sustainability and CSR communication strategy specific to your organization/Company.
Photocopy (3 page) of Corporate Social Responsibility and Sustainability Policy of ITPO duly approved by the Board, can be obtained from Public Information Cell, India Trade Promotion Organisation, Pragati Maidan, by depositing Rs. 6/- towards photocopying charges of 3 page @ Rs. 2/- per page.
  • The amount of budgetary allocation for the year 2012-13 and 2013-14.
The budgetary allocations were made for Rs. 32 lakh and Rs. 36 lakh for the year 2012-2013 and 2013-2014 respectively.
  • Out of the budgetary allocation how much amount was contributed by your organization with details of the each organization/institutions who received the amount with their full addresses and contact numbers.
In 2012-13 – with the approval of the Board and in consultation with Social Welfare Deptt. Govt. of NCT of Delhi, 745 differently abled persons identified by them were provided material support for rehabilitation in their day to day life, such as wheel chairs, tricycles, Braille sticks and slates etc.  In addition, ITPO also provided four ambulances to Social Welfare Department of Govt. of NCT of Delhi.  The total cost of above initiatives was Rs. 34.48 lakh. In 2013-14 – at the instance of Social Welfare Deptt., Govt. of NCT of Delhi and with the approval of Board, ITPO proposes to contribute 600 Geriatric bed Mattresses, 2 Chapatti Making Machines and 2 Dough Making Machines to Asha Kiran Home for mentally retarded persons situated at Sector – 1, Rohini, Delhi – 110085.  ITPO would spend amount Rs. 36 lakh during 2013-14.

So far, ITPO has not provided funds to any organization/institution but undertaken the projects through Government agencies/departments such as CPWD/Social Welfare Department.

14. ITPO/PIC/02/14/2014 Shri Nishant Sinha, Delhi Ref.:  Vacancy for the post of Deputy Manager in India Trade Promotion Organisation (ITPO) circulated vide No. 4-ITPO(26)E-I/2010 dated 20.09.2011. Kindly provide the following information:

In this context, this is to inform that India Trade Promotion Organisation (ITPO) has already taken steps to comply/implement the above guidelines. Ensure that websites disclosures are complete, easily accessible technology and platform neutral and in a form which conveys the desired information in an effective and User friendly manner.
Orders of the  Public Authority should be uploaded on the Website immediately after they have been issued.
Websites should have detailed directory of key contacts, details of officials of the Public Authority.
Information must be presented from user’s perspective, which may require re-arranging it, simplifying it etc.
Every public authority must endeavour to integrate the information mentioned in these sub clauses while preparing voluntary disclosure materials.
All Govt. officers have to follow laid down office procedure manual or the other rules which gives details of how representations, petitions and applications from citizens must be dealt with.
The challenge is to present a simplified version of the decision making procedure that is of interest to a common citizen.
In the event of a public authority altering an existing decision making process or adopting an entirely new process, such changes must be explained  in simple language in order to enable people to easily understand the changes made.
Laying down individual responsibility  for providing the goods and services (who is responsible for delivery / implementation and who is responsible for supervision).
Data about records that have been digitalized may be proactively disclosed on the respective websites, excluding those records / files information that are exempt under Section 8.
The Action Taken report on the compliance of these guidelines should be sent, along with the URL link, to the DoPT and Central Information Commission soon after the expiry of the initial period of 6 months.
Proactive disclosure should be done in local language so that it remains accessible to public.
All discretionary/ non-discretionary grants/ allocations to state governments/ NGOs/ Other institutions by Ministry / Department should be placed on the website of the Ministry/ Department concerned.
Website should contain all the relevant Acts, Rules, forms and other documents, which are normally accessed by citizens.
Information must be presented from a user’s perspective, which may require re- arranging it, simplifying it etc.
The exceptional circumstances when such standard decision making processes may be overrridden and by whom, should  also be explained clearly.
Citizen charters, which are mandatory, for each central Ministry/ Department/ Authority, are good examples of vehicles created for laying down norms of performance for major functions and for monitoring achievements against those standards.
Funds released to various autonomous organizations/ statutory organizations/ attached offices/ Public Sector Enterprises/ Societies/ NGOs/ Corporations etc. should be put on the website on a quarterly basis and budgets of such authorities may be made accessible through links from the website of the Ministry/ Department.
Every Public Authority must endeavour to integrate the information mentioned in these sub-clauses while preparing voluntary disclosure materials.  The challenge is to present a simplified version of the decision making procedure that is of interest to a common citizen.
Decision making chain should be identified in the form of a flow chart explaining the rank/ grade of the public functionaries involved in the decision making process and the specific stages in the decision making hierarchy.
