All (ITPO) Employees involved scandal of year 1994 to 2000.  India Trade Promotion Organisation and Central Bureau of India (CBI) conducted enquiry/ investigation to frame of charge of against to all (ITPO) employees dismissed of service/ terminated / suspension and present working in ITPO. 7. Has ITPO been released fund of benefits to service to (retired of service persons) Shri A.K. Sahni, Shri S.P. Sharma. Provide of information all release of fund/benefits etc. including pension. All the payments to Shri A.K. Sahni & Shri S.P. Sharma,  on account of PF has been released. They are not covered under EPS 95 for pension.
8. How much employees (ITPO) present working in (Commercial Publicity Divn. and Accounts Divn.) to scandal of year 1994 to 2000. Provide of information (ITPO) has been all release of fund benefits etc. including LTC. 9. What ITPO and CBI same framed of charge against to all (ITPO) employees dismissed of service/ terminated/ suspension and present working employees.  Provide of framed charge of name of employees. The charges were framed against all the above officials. However, Ms. V. Meera, the then SM was exonerated by the Court as well as in the Departmental case.
10. Has (ITPO) been stopped payment/ fund of benefits to scandal of year 1994 to 2000. Provide of information employees of name. As per rule, only Employees CPF was released to Employees who were dismissed/terminated from the service of ITPO.
2. ITPO/PIC/02/02/2015 Banarasi Ram, Delhi Inspection of Board Agenda and thereof Minutes of Ex-TDA since the formation of Ex-TDA with effect from formation to 31.12.1991.  Please make available the said documents for verification of created various posts by the then BODs. In this context, this is to inform that the requisite documents are not available with the ITPO; hence, inspection cannot be arranged.
3. ITPO/PIC/02/03/2015 Shri S.K. Verma Delhi 1.      List of ITPO employees (name,           designation and employee no.) who left   the office     between 5.00 p.m.to 6.00 p.m.              more than            four times in a month since      1.1.2014 to 31.1.2015 The requisite information is voluminous in nature and also not available in the compiled form.  There are approx. 2925 pages  for the above period.  You may obtain the requisite documents (2925 pages) by depositing Rs.5,850/- towards photocopying charges of 2925 pages @ Rs.2/- per page, if you so desire.  Else, you may minimize and priotize the requisite information, as considerable amount of resources / manpower would have to be deployed for compiling the same.  Copy of Guidelines  Circular (2 page) issued relating to BAS (Biometric Attendance System) dated 30th October, 2009 can be obtained from RTI Cell, ITPO, New Delhi, by depositing Rs.4/- towards photocopying charges of 2 page @ Rs.2/- per page. In this context,  you may obtain the  information in the CD (for the period 1.1.2014 to 31.1.2015) from Right To Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi, by depositing Rs.50/- towards cost of one CD. 
2.      If there are some names which are falling     in (1) above, whether it is permissible as     per ITPO Rules and Regulations in     vogue? ( Kindly state either yes or No to             avoid any ambiguity. 3.       If the reply is ‘Yes’ provide me a copy of      the particular circular, highlighting the   right/ entitlement of the employee(s) to    leave the office between 5.00 p.m. to         6.00 p.m. more than four times in a     month.     The applicant further stated that kindly provide the requisite detail as mentioned against Point No.1 to 3 in  DVD/CD form.
4.  If the reply is NO, provide a copy of action    taken against these employees.   The applicant further stated that for Point No.4, I shall inspect the file personally thereafter. Leave Salary is deducted from employees who are taking leaves, attending office late or leaving early beyond the permissible timings. Regarding point 4, it is reiterated that leave salary is deducted from employees who are taking leaves, attending office late or leaving early beyond the permissible timings. However, you may specify the name of such employees for inspection on a mutually convenient date.
4. ITPO/PIC/02/04/2015 Shri R.L. Gupta,  Delhi I wish to inspect the following files under the RTI Act 2005:

6. ITPO/PIC/02/06/2015 Shri Nagesh, Ghaziabad 1.      What is the entitlement of ITPO officers and officials for travel abroad – whether by first class or business class or economy class? Kindly specify. The entitlement of Travel of ITPO officials is as under: International Travel: Business class :officers of level of GM and above.     Economy Excursion: officials upto level of DGM.
2.      Are travel tickets in the respect category/class of travel purchased at the cheapest/lowest rate or whether full fare tickets are purchased for travel by ITPO officers and officials? The air tickets purchased in the cheapest /lowest fare available at the time of issuing ticket(s).
3.      If full fare tickets are purchased, whether airlines pro vide free companion ticket?  If yes, whether companion tickets, which are purchased from  ITPO funds, are utilized for official purposes for travel of another officer/ official of ITPO or whether free companion tickets are utilized by the officer/official concerned for personal use? No full fare tickets are purchased.
7. ITPO/PIC/02/07/2015 Mrs. Durgesh Nandni, New Delhi This is with reference to my various representations marked to CVO, ITPO in 2014 and under RTI, I was provided the enclosed reply as status of the vigilance action on my representation.   I may kindly be informed under RTI act, the following:  
  • The Current status of my representations. If any further reply was received in this connection.  If yes, a copy of the same.  If no, whether any reminder was sent till date by Vigilance Department – Yes/No. and if yes, a copy of the same.
      It has been conveyed by the Division concerned that the representation is pending with Admn. Divn.  No reminder has been sent.
  • Whether the matter has been closed or still pending in the Vigilance Department.  If the matter is closed, when it was closed.
It has been conveyed by the Admn. that the matter is under process.
  • As per the guidelines of Vigilance Department of ITPO, is there any policy to inform the complainant about the outcome of the complain.  If yes, whether the Vigilance Department has done so.  A copy of the guidelines in this connection may kindly be provided.

There is no inordinate delay and malafide intention in processing the case in Admn.
  • If the factually incorrect reply by the officer comes under the preview of ITPO’s Vigilance Department – Yes/No.  If no, where the complain can be lodged.
The complaint should be made to the Department which deals with the issue of complaint.
  • The procedures for sending the complains to CBI, if not settled by ITPO, Vigilance Department.  If any permission is required – Yes/No.  A copy of the guideline/procedure to be adopted.
No guidelines are being framed by the Vigilance Divn. of ITPO.

No such policy is framed. The management can nominate a suitable officer as Liaison Officer.
  • How many Officers have been offered the post of Liaison Officers for SC/ST in ITPO till date.  The chronological details for what period they held the position of Liaison Officer and which cadre, they belong to, i.e. ex-TDA cadre or ex-TFAI cadre.
List (1 page) of Liaison Officers – SC/ST, can be obtained from Public Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi, by depositing Rs.2/- towards photocopying charges of 1 page @ Rs.2/- per page.
  • A copy of the DP:DR and SC:ST Roster for ex-TFAI cadre since 1977 for all posts.
    I would like to inspect the above.
The rosters are under updating / verification for ending 31.12.2014. The rosters have been revised as per Govt. orders w.e.f. 2.7.1997. Both the cadres i.e. Ex-TDA and Ex-TFAI are separate.  There are over 70 rosters in Ex-TFAI.  You may indicate the particular post rosters and the same shall be arranged for inspection  by you accordingly on availability.
8. ITPO/PIC/02/08/2015 Shri Sarosh Rihan, Noida Status of Tender Documents No.ITPO/SD&CSD/35/Website/2014 We wish to know the status of tender application as stated above and if the work order has been issued or the reasons for the delay in issuing work order, List of Qualified Bidders – Technical & Financial Bidders & Value of Financial Bids.” In this context, this is to inform that the requisite information cannot be furnished as the tender process is not finalized.
9. ITPO/PIC/02/09/2015 Shri  V.K. Tyagi Delhi 1.      The names of the autonomous bodies/statutory bodies/corporations under your Ministry. Pertains to Ministry of Commerce & Industry.
2.      The number of such autonomous bodies/statutory bodies/corporations under the Ministry who have been permitted to adopt the Central Govt. Health Scheme. India Trade Promotion Organisation is a Govt. of India Enterprise (PSU), it is not eligible for CGHS.
3.      The date from which the approval was given by the Govt. for each such body, if so copies of approval may be provided. N.A. in view of reply given at Sr. No.2 above.
4.      Whether there is any scheme other than CGHS for adoption for retired employees by the autonomous bodies/statutory bodies/ statutory bodies/corporations, etc. under the administrative control of Govt. of India/Ministry/Department. ITPO employees (Retired/ serving) are not eligible for CGHS.  However, a Medical scheme for retired employees of ITPO is under consideration.

  • A copy of the work allocation of administration division since 1.1.1992, indicating the name of the Dealing Assistant/Executive, Dy. Manager, Manager, Sr. Manager, DGM, GM in Administration Division, in chronological order since 1.1.1992, who were looking after the work of convening DPCs for the post of Executive and DM in ex-TDA after 1.1.1992 and maintaining the DP:DR Rosters.
Shri Ishwar Singh, Executive was looking after the Recruitment/Promotion/ Rosters etc. in Ex-TDA till March 2008. He was assisted by Shri Dinesh Mathur, Sr. Asstt. vide OO dated 7th April 2004. Shri Singh was reporting to Shri I.K. Tandan. Shri I.K Tandan was reporting to Shri P. Laroia  vide O.O. No. 787/1994.  Subsequently, it was looked after by Shri R.V. Sinha, Manager till 2002, and thereafter by Shri P.L. Sharma, Manager, Mrs Anita Sharma, DM.  The job of Ex-TDA administration was subsequently looked after in E.I Section by Mrs. Anita Sharma and after her retirement on VRS on 08.04.2011 Shri B.N. Gupta, Manager was looking after the work with the help of Shri Sunil Mathur, Executive.   • If the DP:DR Roster were signed by the Liaison Officers for SC/ST, Dealing official/officer of administration in the previous DPCs from  1.1.1992 till 1.1.2015.  How many DPCs have been convened since 1.1.1992 and for the post of Executive/DM.  The dates of all DPCs for Executive/DM in ex-TDA, was convened should be given.
The Rosters are under verification and counter signature of L.O.SC/ST. The rosters may be inspected on receipt.  As per available records, the dates of DPCs for the posts of Executive/Executive (Steno) and DMs in TD Cadre held from 01.01.1992 onwards are given as under:- 03.04.1998, 13.03.2001, 30.03.2001, 1.11.2001, 18.12.2001, 24.03.2004. 04.02.2005, 10.08.2005, 24.07.2006, 2.04.2008, 10.07.2009, 12.04.2012, 30.05.2012, 30.08.2012, 06.01.2014,              07.01.2014.
  • If the DP:DR Roster was complete in all the above DPCs – Yes/No. If not, was the fact was informed to the senior management – yes/No. (copy of the same).
As stated above the Rosters of TDC are under verification and countersignature of the L.O. SC/ST. The information can be provided only after receipt of the Rosters duly verified and signed.
  • If the DP:DR Roster were duly signed and presented in the DPC held on 12.04.2012 and 6.1.2014 for the post of DM(TDC) – Yes/No (copy of the same)
As stated above Rosters are under verification of L.O. SC/ST, the clear position whether the rosters were duly signed and presented in the DPC will be intimated on receipt of the Rosters. However, it is informed that the element of Reservation points/position applicable is informed to the DPCs in the Agenda as and when held.
  • At what level the DP:DR Roster are updated and at what level is accountable/ responsible for informing to DPC members, if not complete.  Was it informed to management at any time.
The custodian of the Rosters is Deputy Manager & equivalent.  The rosters are up-dated by the DM concerned. The DPCs are informed regarding reservation points of the rosters being occurred at the time of filling up the posts through Agenda item. In Ex-TFA side the rosters were maintained by DM level officers. In the case of EX-TDA inter alia the other work pertaining to the Admn. the rosters work was looked after by Shri Ishwar Singh, Executive since 1992 till he was in service in ITPO under the supervision of the then concerned officer working in Ex-TDA – Admn. namely Shri I.K. Tandan. Shri I.K. Tandan was reporting to Shri P. Laroia vide O.O. No.787/1994. Subsequently, by Shri R.V. Sinha, Manager/ Shri P.L. Sharma, Manager/ Mrs. Anita Sharma, DM/ Shri B.N. Gupta, Manager/SM(Shri HPD) assisted by the concerned dealing hands. As stated earlier, the records reveal that the following officers worked in the AdmnDivn. (E-I)/Ex-TDA) from 1992 onwards: 1.Shri P.Laroia,GM, 2.Shri I.K. Tandan, AS, 3. Shri C. Choudhary, SM, 4.Shri R.V. Sinha, Manager, 5.Shri Ishwar Singh, Executive, 6.Shri S. Narayanan, Executive., 7.Shri Dinesh Mathur, Executive. The above information is based on the Office Order/ Circulars issued from time to time and have been provided to you under RTI. No other information is available in this regard.
  • If not updated/not signed by Liaison Officer for ex-TDA, is it an administrative lapse?  Has this fact been noted by CVO when my representations were endorsed to CVO since 2013.  Was it in order and if not, any action has been taken so far and against which level officer – yes/No.

  • What is the reason that some officials who are not considered for foreign assignment once in a whole service period.

You are seeking justification/reasons, which is not covered under the ambit of “information” as defined u/s 2(f) of the RTI Act, 2005.  However, nomination as per policy and approved by the competent authority. No such list is available.

Sethi, New  Delhi This has reference to your Office Memorandum No.004/CMC/021/272972 dated 21.01.2015 (copy sent to me by CMD, ITPO & another copy enclosed herewith for ready reference).  You have recommended for imposition of “major penalty” on me. I am an ex employee of India Trade Promotion Organistion as I retired on superannuation in 2010. Kindly provide a list of “major penalties” which can be inflicted on such retired employees of India Trade Promotion Organistion, as the post from which they retire are even non pensionable. In this context, this is to inform that in accordance with Rule 25 read with Rule 2 of ITPO Employees (CDA Rules),  the list  of Major penalties which can be imposed upon an employee/ retired employee of ITPO ( 2 page),  can be obtained from Right to Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi, by depositing Rs.4/- towards photocopying charges of 2 page @ Rs.2/- per page.
