There is no Col. No.(a).  However, normal working hours in ITPO are - 10 a.m. to 6 p.m. with lunch break from 1.30 to 2 p.m. In addition to normal duty of 10 a.m. to 6 p.m,  the pattern of shift duties are as under: (1)8 a.m. to 4 p.m. (2) 12 Noon to 8 p.m. (3) 8 p.m. to 8 a.m.

2.   ITPO/PIC/06/02/2013 Sh. Mukesh Kumar Bansal 1     Is there any system of internal Audit of the organization or          any other audit for certification or compliances assignment          in the Organisation from the Chartered Accountants? Please          specify the same.           Statutory Audit/ Tax Audit               Fixed Assets Audit of the units/ offices/ Stores/ Stock             /Warehouse/ Godowns.           Concurrent Audit/ income & expenditure audit/ KYC Audit           /Society audit The Internal Audit of the Organisation is conducted by the appointed Internal Auditors of ITPO as per the approved Internal Audit Manual of ITPO which covers all Divisions/ Departments of the Organisation. Statutory Audit and Tax Audit of ITPO’s Accounts is carried out by Chartered Accountants. ITPO (Stores Divn.)  undertakes the work relating to physical verification/audit of Fixed Assets. Concurrent Audit, Income & Expenditure Audit, KYC Audit and Society Audit are not applicable on ITPO.
2     What is procedure to get the Chartered Accountant firm empanelled for all the above mentioned purposes? When (which month of the year) empanelment is being done? An open advertisement is placed in ITPO website for this purpose.  The firms are shortlisted who fulfil the fixed criteria and shortlisted firms are called for personal presentation before a Selection Committee.  The names of CA firms are again shortlisted after the presentation as per the work requirements of ITPO. The financial bids are then called from the final short listed firms. No empanelment of Chartered Accountants firm for Statutory Audit is required to be done by ITPO as the Statutory Auditors are appointed by Comptroller & Auditor General of India. Further, the Tax Audit of ITPO is also carried out by the Statutory Auditors with the approval of ED/CMD. Fixed Assets -The job of physical verification is allotted only after calling quotations and the same is uploaded on ITPO’s website and pasted on Notice Board of ITPO also.   Interested parties are required to submit application to Manager(Stores). There is no fixed schedule for empanelment.
3.     What is procedure for allotment of all the above assignments (as mentioned in Point No.1) to an empanelled firm? When (which month of the year) these audits/ assignments are being allotted? The procedure has been indicated against Sl.No.2 above. There is no fixed month when the firm is appointed for the job.  The firms are appointed as and when the previous appointed firm complete their tenure (including the extended/ curtailed tenure). Fixed Assets - The work is allotted to the lowest quotationer/firm  after the recommendation of the Finance Divn and approval of the Competent Authority i.e. ED.  The quotation is floated after alternate year.’
4.     What are the minimum eligibility criteria to get the firm empanelled for all the above mentioned purposes (as mentioned in point No.1)? The criteria changes from time to time with the approval of the Competent Authority as per the requirement.  However, presently, the criteria mainly covers that the CA firm should be a reputed one and must have at least 10 years experience in conducting internal/ Statutory Audit of PSUs having minimum turnover of 300 crores.  The firm should have Head Office in New Delhi.  The firm should have at least 5 qualified partners apart from experienced staff. The firm should have multiple experiences in areas like Direct and Indirect Taxes, Company Law and Corporate Governance matters besides familiarities of procedures and practices followed in PSUs etc. etc. The above criteria is published in the ITPO website also when the applications are empanelment of Internal Auditors.’ Fixed Assets - Should be registered Chartered Accountant and having own firm.’
5.    To whom application for empanelment in point No.1) has to be filed? Sr. Manager(Finance) or Dy. General Manager(Finance) for empanelment of CA firms for Internal Audit work and Manager (Stores) for Fixed Assets work.
6.        Please provide the name and address of Chartered       Accountant firms already empanelled for the purpose       mentioned in point No.1  for the year 2001-12 and        2012-13. M/s S.N. Nanda & Co., C-43, Pamposh Enclave, GK-I, N. Delhi (tenure 10th August, 2010 to 30th Sept, 2011) and M/s Gianender & Associates, Plot No.F, Site No.21, Geeta Mandir Marg, New Rajinder Nagar, New Delhi – 110 060 (tenure 19th December 2011 – still continuing) were selected for Internal Audit of ITPO. The Statutory Audit and Tax Audit of Accounts for the year 2011-12 was conducted by M/s. Kishore & Kishore, Chartered Accountants, Flat  No.9, 1st Floor, Ansari Market, Darya Ganj, Delhi -110 002.  The Statutory Audit and Tax Audit of accounts for 2012-13 is also being carried out by the same firm. The physical verification of the ITPO fixed assets for the  FY 2010-11 was carried out by M/s. Bhatia & Bhatia (CA), 12, Central  Lane, Bengali Market, New Delhi-110 001 and for the FY 2013-14 has already been awarded to M/s. K.R.A. & Co. H-1/208, Garg Tower, Netaji Subhash Place, Pitampura, New Delhi- 110 034.”
Who is the authority to take following decisions:
  • Approval of empanelment to the application received for empanelment for all the above mentioned purposes (as mentioned in Point No.1)

6. ITPO/PIC/06/06/2013 Sh. Jagat Singh
  1. Vide Letter No.ITPO/PIC/2/19/2006 dated 29th May, 2006, I have been provided copies of the observations/ recommendations given by ex-Consultant Shri Hari Singh in my case (notings containing 5 pages from 18-22 – copies enclosed) wherein at page-22/n (S.No.11) it has been stated that:
“Shri Jagat Singh was senior to Shri Gajraj Singh in the Class IV/Group “D” post and he should have been considered along with Gajraj Singh for promotion to the post of LDC.  To consider Class IV employees junior to Shri Jagat Singh was violative of the provisions of the RRs for the post of LDC prevailing at that time and also existing RRs.  Shri Jagat Singh also should have been considered for promotion to the post of LDC and one year period given for passing the typing test as given to other 3 Peons/Daftaries.  My comments given in response to the note dated 25.06.2003 of E.I Section which was also seen by SM(VK) as well as by DGM(VK) on 27.06.2003.  Incidentally, it may be pointed out that no senior officer has given his views inspite of the fact that I had pointed out in my note dated 21.07.2003 at pages-15-16/n about provisions of RRs for the post of LDC and considering only Peons/Daftaries for the post of  LDC without amending the said RRs.  If Admn. Division could take pain in going through the position stated in the extracts of notes at Flag “R” as pointed out by me the position would have become crystal clear to Administration Division.  Keeping in view my above observation/comments Admn. Division may please take further necessary action to mitigate hardship caused to Shri Jagat Singh, who is still in Group “D” post whereas his junior has got promotion to the post of Senior Asstt.” Administration Division is requested to kindly inform what action has been taken on this point.

7. ITPO/PIC.06/07/2013 Sh. Banarasi Ram Ref No.ITPO/PIC/03/05/2013 Provide the certified copy of approval of deputation of team leader/team members and OSD(Admn.) Shri B.L. Meena alongwith Vigilance Clearance Certificate relating to India’s participation in AFL Artigiano, Milan, dec. 1-9, 2012. This is to inform you that photocopies of approval (1 page) of deputation of Shri B.L. Meena, OSD(Admn.), team members (3 page) and Vigilance Clearance (1 page) relating to India’s participation in AFL Artigiano, Milan, Dec. 1-9, 2012,  are available with Public Information Cell, India Trade Promotion Organisation and can be obtained by depositing Rs.10/- towards photocopying charges of  5 page @ Rs.2/- per page.
8. ITPO/PIC/06/08/2013 Sh. Banarasi Ram Provide the status report action/decision taken by ITPO Management against vide letter dated 26.3.2013 (copy enclosed) Your request letter dated 26.03.2013 was examined. ITPO did not find it     appropriate to file review petition in the matter.
9. ITPO/PIC/06/09/2013 Sh. Ram Niwas
  1. What is the complete procedure for appointment of an IAS of other state in a PSU under Central Govt. like ITPO?
   
Inviting applications through ITPO’s corporate website and circular letters to Central Ministries/ Departments and Chief Secretaries of the States.  Appointment to the posts with due procedure of holding interview/ selection by Selection Committee.  As recommended by DSC, they are appointed on deputation basis
  1. How many IAS can be retained in the ITPO at same time?  Provide copy of approval.
As per need based requirement of ITPO.
  1. Provide the procedure adopted for appointment to the post of OSD(Admn.) ITPO in respect of Shri V.K. Gauba, Ex-OSD(Admn.), Shri Narender Bhooshan Ex-OSD(Admn.) and Shri B.L. Meena, (OSD).  And what were the eligibility criteria for the post?  Also provide photocopy.
         
Sh. V.K. Gauba, Ex-OSD was appointed on deputation basis for a period of five years, based on selection finalized by DSC. The applications for filling up the post of OSD(Admn) were invited through ITPO’s corporate website and circular letters to Central Ministries/ Departments and Chief Secretaries of States.  Sh. Narendra Bhooshan, IAS & Sh. B.L. Meena, IAS were appointed on deputation with due procedure by holding interview by DSC. Copy (2 page) of the circular indicating eligibility criteria for the post is available with Public Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi.
  1. Provide the procedure adopted for appointment to the post of OSD ITPO in respect of Shri Anil Aggarwal, Ex-OSD and Mrs. Meenakshi Singh, (OSD).  And what were the eligibility criteria for the post?  Also provide photocopy.
   
 Sh. Anil Agarwal was not appointed as OSD. The vacancy for filling up the post of OSD was invited through ITPO’s corporate website and circular letters to Central Ministries/ Departments and Chief Secretaries of States Govt. and heads of PSUs. Copy (2 page) of the circular indicating eligibility criteria for the post, is available with P.I. Cell, ITPO, New Delhi.
  1. Please provide copy of Terms & Conditions of appointment in ITPO in respect of Sh. B.L. Meena, OSD and Mrs. Meenakshi Singh, OSD.  Who had approved their Terms & Conditions,  provide a copy of approval for verification.  Also explain the conditions under which Terms & Conditions of an IAS, OSD Sh. B.L. Meena can be signed by an officer working in ITPO.
Copy (22 page) of the terms & conditions in respect of Sh. B.L. Meena, OSD(Admn) & Mrs. Meenakashi Singh, OSD duly approved by the Competent Authority is available with P.I. Cell, ITPO, New Delhi. Terms were finalized as per Govt. guidelines on the subject.
  1. Provide a list of candidates along with their qualifications and performance reports who were eligible for the post of OSD(Admn.) and OSD(Foreign Fairs).

  1. What was the extra qualifications Mr. B.L. Meena holding under which selection of Sh. B.L. Meena was finalized as OSD (Admn), knowing the fact that he was not promoted in his cadre as his performance report was not up to the mark for promotion to the next post.
You may refer to reply given at Sl.No.6. Sh. B.L. Meena was selected for the post of OSD(Admn) on the basis of the recommendations of DSC and approved by CMD.
  1. Against which post Mr. B.L. Meena, OSD has been retained in ITPO? Explain whether he is working for the same job for which he was appointed or not?Presently he is heading Finance & Accounts Division after the retirement of FA&CAO, please explain whether he holds the qualifications as HOD of Finance & Accounts against the post of FA&CAO.
OSD(Admn.) Shri B.L. Meena has been given the charge of OSD(Fin) with the approval of CMD, as stop-gap arrangement. Seeking explanation/ opinion are not covered under “Information” as defined u/s 2(f) of the RTI Act, 2005.  Hence, the explanation/ opinion sought cannot be provided. Moreover, PIO is not supposed to give opinion/ explanation.
  1. Who is the final authority to appoint an IAS officer on the post of OSD(Admn.) and OSD(FF) in ITPO.
CMD, ITPO being Appointing Authority for the level of DGM & above.
