No. Vigilance clearance on extension of any deputationist has not been obtained in the past.

4. ITPO/PIC/06/04/2014 Shri  Nitish Kumar, New Delhi With reference to India Trade Promotion Organisation (ITPO), Advertisement No.4-ITPO(6)/ E-I/2013 dated 10.06.2013, for which the written exam was held on 09.02.2014, it is requested to provide a copy of the written exam result, which was displayed on the website of ITPO. In this context, copy (2 page) of result of the written test held on 9.02.2014, which was uploaded on the ITPO’s website, can be obtained from Public Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi-110001, by depositing Rs. 4/- towards photocopying charges of 2 page @ Rs. 2/- per page.

Seeking action is not covered under the ambit of “Information” as defined u/s 2(f) of the RTI Act, 2005. Therefore, information, which already exists in material form with the Public Authority can be given.  For requesting action in the matter, you may  approach the appropriate Department.
iii)   Inquiry Report with regard to missing/destroying original Policy-Recruitment file of Ex-TDA on which Jairaman’s Report prepared. No inquiry has been ordered.
6. ITPO/PIC/06/06/2014                     Shri  Laxman Reddy, Gurgaon Kindly provide the following information under Right to Information Act 2005 with respect to NCTI, ITPO and IIFT under administrative control of Department of Commerce under the control of Ministry of Commerce and Industry:
  • Please provide a detailed list of regular employees (Name, designation and date of joining) in above asked organizations.
List (16 page) of regular employees showing names, designation and date of joining, can be obtained from India Trade Promtoion Organisation, Pragati Maidan, New Delhi by depositing Rs. 32/- towards photocopying charges of 16 pages @ Rs. 2/- per page.

  • How many posts (category-wise i.e. UR/SC/ST/OBC/PH) are lying vacant in the same, details thereof and there mode of recruitments.
There are number of categories in group A,B,C and D. The mode of recruitment/ departmental and on deputation basis (in some cases).  The posts are filled as per the post based Roster, as per Govt. Guidelines. Since the information sought is voluminous and not available in the compiled format, you may inspect the available records.
  • Is there any post/posts lying vacant for more than three months in the same?  If so since how long these posts are vacant?
The vacant posts are filled on need based requirement of the Organisation.  However, following are the vacant post lying for more than three month/year: Group A : 07 Group C : 122 Group D : 19 (also includes deputation basis).
  • What is probation for fresh recruits in the above asked?
Two years
  • As on date how many employees are on probation period in same.
07 employees recruited from 27.08.2013 till date are on probation period.
  • What is the procedure followed in confirmation of those employees who completes their probation period in the same.
For the termination of probation, a Committee under the chairmanship of appointing authority is constituted who looks after the Vigilance clearance, two years ACR, Extra Ordinary leave details and on the recommendation of the constituted committee, the termination of probation is effected.
  • Is there any employee/employees who have completed their probation but yet to confirmed on their substantive posts in the above asked?  If so the reasons thereof?

7. ITPO/PIC/06/07/2014 Ms. Shashi, Delhi
  • Copy of 159th BOD meeting with Agenda & Minutes (Only ex-TDA)
Photocopies (2 page) of Board Agenda item 19  of 159th Board Meeting and  Extracts (2 page), are enclosed..
  • Abolition of post of DM & effect on DP/DR Roster with documentary evidence (copies of Roster).
   
The Board of ITPO had decided to abolish all DR vacancies in Trade Development cadre in its 159th Board Meeting held on 24.06.2009.  Pursuant to this decision, seven vacant DR posts of DM(TDC) were abolished. This apart, three more posts were abolished consequent to the voluntary retirement of three incumbents.  Later one more post was abolished as the incumbent was promoted to the post of Manager(TDC). Therefore, out of the total sanctioned posts of 21 nos. 11 posts were abolished and its effect can be seen by inspecting the Roster.
  • Agenda for change of RR in ex-TDA for the post of DM with Hindi translation and effect on DP/DR Roster before & after the minutes. Only relevant portion is required.
Photocopy (3 page) of the Board Agenda Note and its Minute for change in the RRs for DM(TDC) post in terms of bifurcation of DP posts between Executive and Executive Steno are enclosed.  There was no impact of this Agenda on the DP/DR Roster
8. ITPO/PIC/06/08/2014 Shri Y.K. Sharma, New Delhi Please provide me the information under RTI Act alongwith the copies of the note sheet duly attested.
  • Rs. 76,197/- were deducted from my arrears in August 2009.  This amount was to be deposited in my Provident Fund account alongwith ITPO’s contribution of same amount in the same month.  The amount was deposited in my PF account only in March 2010 i.e. after 9 months.
 
  • The reasons for depositing the amount in my PF account after 9 months.
   
  • It has been conveyed by Finance Division that the drawal of arrear from which PF deducted was unauthorized, and hence, the deductions made on account of PF could not be deposited in August, 2009 itself in the PF account of Shri Y.K. Sharma.  In fact, the officer was advised to deposit 60% of the amount of arrear vide letter No.203-FOS/2009-10 dated 8.9.2009 by SGM/FA with approval of ED which he failed to do so.   In fact, the 40% of arrears allowed as provisional amount.  The former RD drew the entire amount of arrear in August, 2009 without depositing Income Tax also.  However, the amount of Rs.76,197/- was credited in the same month i.e. in which the contribution was received i.e. in February/ March, 2010 from ITPO foreign office.
Photocopy of letter dated 8.9.2009, can be obtained from Public Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi – 110 001, by depositing Rs.2/- towards photocopying charges @ Rs.2/- per page.
  • Who had approved withholding the PF for nine month?  Provide photocopy of the approval.
  • Please provide copy of the PF rules under which the said amount was withheld for nine months.
  • Was this information given to the Commissioner of Provident Fund?  If so provide copy of the letter.
b.c.& d.  Since the drawal was unauthorized, the matter was discussed with SM(Shri A.K.Jain) and hence, the deduction of PF in August, 2009 was also unauthorized and there was no need to seek any approval for withholding the PF deposit.   The PF was deposited once the Foreign Allowance was approved by Admn. and his entire arrear on account of Pay & Foreign Allowance was checked by Finance Divn.
