In this context, photocopies copies (27 pages) of Recruitment Rules approved by BOD in its 14th Board Meeting held on 28.02.1979, can be obtained from Right to Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi,  by depositing Rs.54/- towards photocopying charges of 27 pages @ Rs.2/- per page.  This has reference to your rejoinder letter dated 9th June, 2015, seeking certified copy of covering letter of Final Recruitment Rules of General Cadre. In this context, this is to inform that the requisite covering letter is not available in the file.

  • Please provide the percentage of space/Area sold by Co-associates as per space allotted by ITPO to Co-associates (Please mention the details of Co-associates individually, percentage wise).  This means the percentage of the space sold from the allotted space to each Co-associates.

  • Please provide the desired information of certified copy of Procedure/ Guidelines to be followed by ITPO for space Allocation/Demarcation to the Co-Associates for Aahar 2016, Delhi.
The demarcation of space between Co- Associates of Aahar, Delhi, 2016 is under process. However, the criterion on which the demarcation of space shall be carried out are as follows: Past performance, Demand, Feasibility, Availability.
  • Please provide the desired information of the certified copy of Procedure/ Guidelines/ Criteria followed by ITPO for past performance of the Co-Associates for the last 3 years (3 Editions of  AAHAR Delhi i.e. 2013, 2014 & 2015.
The demarcation of space was based on the following broad criterion – Past Performance, Demand, Feasibility and Availability.   However,  for terms & conditions (guidelines) you may visit our website: Link:http://aahar.itpoindia.biz & aaharinternationalfair.com  or else you may obtain photocopies (42 pages)  of Terms & conditions (guidelines for the year 2013, 2014 and 2015)  from Right to Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi by depositing Rs.84/- towards photocopying charges of 42 pages @ Rs.2/- per page.
  • Please provide the certified copy of the Procedure /Guidelines for Penalty followed by ITPO for any Co-Associate who booked space for a foreign participants (charging the exhibitor as foreign exhibitors in dollars or any other foreign currency) and deposited the payment to ITPO in rupees (INR) (which is applicable for domestic participant only and is almost less then half of the US Dollar rate card fixed for foreign exhibitors.  The information in details for AAHAR  2014 & 2015 editions (The difference in the amount between the Foreign Currency & Domestic (INR) participation and the penalty from any charged by ITPO from any Co-Associate so far not).
The no. of Co Associates has deposited participation charges in Indian Rupees at Domestic participant rates for Companies from abroad, as per the information provided by Co-Associates to ITPO.
  • Please provide the desired information of the Procedure/Guidelines for penalty followed by ITPO against Co-Associates for not depositing payment/ Documents on time for Aahar Delhi Exhibition.  The information in details for the last 5 years (5 Editions of AAHAR Delhi i.e. 2011, 2012, 2013, 2014 & 2015).
ITPO gives possession of space only after full payment of space rent except the Govt participation.  As such this question does not arise.
3. ITPO/RTI/05/03/2015 Shri Jayanta Das New Delhi
  • Refer to Office Order Number Admn/434/2015 dated 25.05.2015. Under which rule all HoDs are required to route their files to CMD through GM/OSD(MS)?
There is no specific rule.  It  is at the discretion of the Competent Authority that this decision is made in the administrative interest of the Organisation.
  • Is it a fact that as per Prime Minister’s directive to DoPT, no extension to officers is permitted whose deputation is for 3 years or more in any government department.  On what ground, extension of OSD(MS) is approved in ITPO, Department of Commerce, Govt. of India?
ITPO is a public sector enterprise governed by DPE guidelines.  Extension of Mrs. Meenakshi Singh as OSD for a further period of one year till 31.07.2016 was sought from CBDT.  The said Cadre Controlling Authority has conveyed its cadre clearance for extension of tenure of deputation of OSD upto 31.07.2016.  Mrs. Meenakshi Singh has been adjusted against the post of OSD (Admn.) till 31.07.2016 as the post is vacant.
3.(a)  Is it a fact that OSD(MS) was suspended          while performing her duties in the Office of          Income Tax Department during her tenure          with Shri Akhilesh Singh, Commissioner of          Income Tax, Lucknow? She was clear from vigilance angle as mentioned by Under Secretary, Ministry of Finance, Deptt. of Revenue, CBDT while forwarding her application to the post of OSD in ITPO.
(b)     Ms. Meenakshi Singh, being IRS Officer,          joined ITPO on deputation for a limited          tenure after suspension, Why she has not          been repatriated to her parent department? Mrs. Meenakshi Singh, IRS joined ITPO as OSD on 08.06.2012 for a period of 13 months i.e. upto 08.07.2013. BOD in its Meeting had approved the extension of the term of the said post for a period of two years upto 31.07.2015. Her cadre controlling authority i.e. CBDT has conveyed their ‘no objection’ to the said extension.
(c)     If so, on what grounds she has been rewarded          extension by ITPO, Department of          Commerce, Govt. of India?
  • On what urgency Ms. Meenakshi Singh’s case is being considered in the Board Meeting on 27.05.2015 keeping other important issues of employees of ITPO left behind?
There was no urgency in the matter.  Other issues are being looked into and the same will be placed before the Full Board.
  • For appointment to the posts of GMs like GM(IT), GM(Security) and FA&CAO interviews were held and why no interview was conducted while appointing OSD(MS) in ITPO?
She has been interviewed by DSC held on 24.05.2012 comprising CMD, ITPO, AS&FA, MOC, JS, DOC, Director (Pers), MMTC & ED, ITPO on her initial appointment to the post of OSD.
