Seeking opinion/ justification is not covered under the definition of ‘information’ as defined u/s 2(f) of the RTI Act, 2005;  hence, cannot be provided.
    • That what type of facilities and services are provided by you (ITPO) to the public who park their vehicles in your parking?
The facilities & services are to park vehicle as per rates shown on award letter for per entry of vehicle.
    • That kindly provide the car parking details like fares along with your parking policies (Increments in fares, decrements in charges)? Along with your guidelines?
You may refer to reply given at Sr. No.1 above.  However, you may obtain copy(2 page) of Award letter from Public Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi -110001 by depositing Rs.4/- towards photocopying charges of one page @ Rs.2/- per page, if you so desire.

  • Whether any specific guidelines covering/ including expenses towards hospitalization under perks and allowances of ITPO staff have been issued by DPE.  If yes, copy of the same may please be provided?
Yes. 2nd Pay Commission for CPSEs had recommended that all allowances other than four such as (1) North East (2) Allowance for Underground mines (3) allowance for serving in difficult and far flunhg area; (4) Non- Practice allowance, were to be within a ceiling of 50% of Basic Pay
  • Whether mediclaim policy which is in existence in ITPO was introduced in ITPO only for implementing DPE guidelines or any financial crunch was there?
  • Has DPE made it mandatory to implement mediclaim insurance policy for all the serving employees working in Central Govt. PSUs/PSEs.  If yes, how many PSUs/PSEs have implemented.
Pertains to DPE.
  • Copies of the note portions in which the proposal to include expenses towards hospitalization under perks & allowances of ITPO employees was initiated and final decision of the competent authority was taken and the copy of the documents referred to in the note-sheet (copy of all the note-sheet pages from initial proposal upto the final decision of the competent authority on the subject + all the documents referred to in the  note-sheets).

  • What is the procedure/rule/practice/ criterion adopted in ITPO if an employee exhausts his/her limit of mediclaim insurance?  Whether such procedure/rule/practice has been conveyed to the employees of ITPO in writing or whether any circular in this regard has been issued.  If yes, copy of the same may please be provided.  Copy of the note-sheet/documents may also please be provided in which decision/ details of such procedure/rule/practice was taken.
After exhausting limit Mediclaim Insurance, a Corporate Buffer floater for Rs.1.00 crore is also taken as a part of Mediclaim Policy to settle claim exceeding the entitled limits. If you so desire, you may obtain copy (21 pages) of the Presentation wherein at page 13, Corporate Buffer, floater of Rs.1.00 crore is also taken as part of policy.  Utilization of amount from this floater is approved by GM(Admn.).
  • Whether any prior consent/option was taken from the ITPO employees before switching over to the existing mediclaim insurance policy in ITPO in March 2014?
No. Howver, a Presentation was made at Shakuntalam Theatre on 13.3.2014.
3. ITPO/PIC/10/03/2014                     Shri Rahul Devgan,  Delhi The ITPO is organizing a fair at AfL Artigiano Fiera in Milan (Italy) from November 29 to December 08, 2014.  In this regard you are requested to provide the following information:
  • Criteria followed during allotment of the stand.
  1. Criteria being followed is ‘first come first served basis’ on the basis of receipt of advance payment for allotment of stands.

Depts.,  full  payment  has been received from WIEPC only so far.  However, formal allotment is yet to be made.
4. ITPO/PIC/10/04/2014 Shri Dogra Kumar, Gurgaon
  • Is it true that before the Financial Year 2009-10, employees of ITPO were being paid ex-Gratia on the Deepawali Festival every year?  If yes, why it has been stopped thereafter?
Yes.  As per DPE’s Guidelines dated 26.11.2008.  Copy [9 pages] of guidelines can be obtained from Public Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi, by depositing Rs.18/- towards photocopying charges of 9 pages @ Rs.2/- per page.
  • Is it true that ex-gratia has been paid to the retired employees of ITPO for the last five years after 2009-10 because of the fact that proposal of giving PRP/ex-Gratia was under consideration of ITPO Management?
No.
  • Was the proposal of PRP initiated by ITPO on its own or was initiated as per the guidelines of DPE?
As per DPE Guidelines.
  • What are the parameters of deciding PRP, as per the guidelines of Department of Public Enterprises, Ministry of Heavy Industries, applicable to ITPO?  If yes, the facts on file why it is not being paid to employees/retired employees of ITPO for the last five years.
You may refer to reply given at Sr. No.7.
  • Which one is the Competent Authority for approving the proposal of PRP/Ex-Gratia?  Is it Board of Directors of ITPO or Department of Public Enterprises or Department of Finance, Ministry of Finance or Department of Commerce, Ministry of Commerce?
The Board of Directors of ITPO and Department of Commerce.
  • Is it true that the matter of deciding PRP/ex-Gratia to ITPO employees has been pending since 2009-10?
Yes.
  • Has the proposal of PRP to ITPO employees ever been an agenda item for consideration and approval of the Board of Directors of ITPO?  If yes, what was the decision of ITPO BOD’s meeting?  Please provide a copy of the relevant extracts of the Minutes of that BOD Meeting indicating the names of the BOD members who attended the meeting.
File/ matter is under submission for Board of Directors Meeting.  Information sought can only be provided on receipt of file from the Department concerned in due course.
  • In how many meetings of the BOD, ITPO, the issue of PRP to ITPO employees was an agenda item for discussion and approval by the BOD, ITPO?  Please provide relevant extracts of the Minutes of all such BOD meetings on the issue of PRP.
  • Is it true that the matter of PRP to ITPO employees was referred to Department of Public Enterprises, Ministry of Heavy Industries seeking their comments/advice in the matter?  If yes, please provide a copy of the letter written to DPE and reply received from that Department.
  • Is it true that the matter was referred to Department of Finance for their comments?  If yes, please provide a copy of the letter written to Department of Finance and reply received from them.
  • Is it true that ITPO finally referred the issue of PRP to Department of Commerce, Ministry of Commerce for their comments/advice?  If yes, please provide a copy of the letter written by ITPO to DOC and reply received from them.
  • Though the issue of deciding PRP to be given to ITPO employees has been under consideration of ITPO Management for quite a long time say over the last five years, has it now been resolved in respect of ITPO or is it still a pending issue?  If pending, is it pending with ITPO or DPE or DOC?
  • Is it true that PRP/ex-Gratia is being paid to ITPO employees as an adjustable advance every year since 2009-10?  If yes, what is the total amount that has been paid to ITPO employees as an adjustable advance against PRP/ex-Gratia for the last five years (Please provide figure of total amount year-wise for the last five years)?
Yes. The year wise of Advance total as per schedule as on 31.3.2014 is as under: 2009 – Rs.23091493.00 2010-   Rs.26325435.00 2011-   Rs.28416936.00 2012 -  Rs.30021892.00 2013 -  Rs.22752687.00
  • Is it true that the amount of PRP/ex-Gratia paid to ITPO employees as an adjustable advance has been deducted from the retirement benefits of ITPO employees who retired from the services of ITPO after the year 2009-10 since the issue of giving PRP was not resolved?  If yes, what is the total amount that has been deducted against PRP/ex-Gratia from the retirement benefits of ITPO employees retired from ITPO after 2009-10 till 30.09.2014 and when they are likely to get this amount from ITPO?
Yes.  The amount deducted from retirement benefits of ITPO employees retired from ITPO after 2009-10 till 30.09.2014 is Rs.8,065,853.00.
  • Is the delay, for not getting the PRP/ex-Gratia approved, on the part of ITPO Management or any other Department of Government of India?  Are there any facts on file in this regard?
You may refer to reply given at Sr. No.7 above.
  • Was any separate committee formed to give its recommendations to the BOD, ITPO?  If yes, has that Committee given its recommendation for consideration of  ITPO?
Board has approved to appoint Agency i.e. National Productivity Council for formulating the scheme.
5. ITPO/PIC/10/05/2014 Shri Jatin Bhandari, Delhi
  • Details of the tenderness who participated/submitted their bids on due date/time.  Against your tender reference No.21/1/2010-G.Admn. for supply of window Air Conditioner.
It has been conveyed by the Division concerned that they had called the quotation for the said work but not under Tender reference No.21/1/2010-G.Admn. mentioned by you.
  • The details of the brand name quoted by each tenderer against above mentioned rate enquiry floated by your department.
Not applicable in view of reply given at Sr. No.1 above.
  • Date/timing on which the sealed bids were got opened.
  • Details of the tenderer who were present during the opening of the tender/quotation.
  • Details of the officials who have opened the sealed bids.
  • Comparative statement of the offer received indicating the brand name of Air Conditioner, name of the vender, rates quoted etc.

6. ITPO/PIC/10/06/2014                     Shri Vinod Kumar, New Delhi
  • I made representation regarding existing IACP Scheme on 20.6.2014 to ED and on 1.10.2014 to CMD.  Whether any remarks have been there on the body of the representations.  I intend to know (i) the remarks and (ii) the status of the two representations.
(i) Remarks of CMD – ‘On file please.’.  Rremarks of ED on your representation dated 20.06.2014, are as under: “To examine and put up on file”. (ii)The case related to similar representation was put up to several times. No decision has been taken by the Management.
  • The applicant made a request/ representation in March, 2014 raising two moot points, on the existing group mediclaim policy and status was sought under RTI. On 30.5.2014, RTI Section provided the information as under:
The file is under submission to higher authorities and decision is yet to be taken on the representation.
 Photocopies (9 pages) of note portions, can be obtained by depositing Rs.18/- towards photocopying charges of 09 page @ Rs.2/- per page, from Public Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi.
7. ITPO/PIC/10/07/2014 Shri Nitish,  Delhi
  • The copy of the letter/intimation sent by ITPO authorities to Executive Engineer; Construction Division- XIV, CPWD East Block-IV, Level-2 R.K. Puram, New Delhi-110066 (who was in charge EE of this contract work), or Superintending Engineer, Delhi Central Circle-V, or any other Senior Officer of CPWD about the incidence of falling of the false ceiling sometime in July 2010 when the above contract work was in progress. Details are mentioned in the explanatory note below.
{Explanatory Note:  It is revealed from ADG(TD)/CPWD letter no. ADG(TD)/6/2000-Vol-XIV/1493 dated 12.08.2010 (copy enclosed – 5 pages) that a Committee of following three CEs was constituted by ADG(TD) (vide no.ADG(TD)/6/2000-Vol.XIV/1398 dated 26.07.2010 – Copy enclosed). ADG(TD) has mentioned in his letter dated 26th July 2010 (Copy enclosed) as follows:- “False  Ceiling in Hall no. 11 at Pragati Maidan, ITPO, New Delhi has fallen at 3 places and looking to the importance as the work is related to Common Wealth Games, a Committee consisting of the following officers’ has been constituted.
  1. Sh. V.K. Rokade, CE, Min. of Environment & Forests.
  2. Sh. R.N. Dandekar, CE(CDO), CPWD;
  3. Sh. Mukesh Vij, CE(Elect)DR, CPWD;
The Committee shall enquire into the following issues:
  1. Assess the causes of damage at 3 locations in the false ceiling in Hall no. 11 as observed on 26.07.2010 in the morning hours;
  2. Whether the structural arrangement of false ceiling including suspenders is adequate;
  3. Whether any improvement is suggested to avoid recurring of such incident in future.
The committee should submit their report within one week of this Order positively” Accordingly, the Committee members visited the site of the work on 27.07.2010 around 1600 hours in presence of Superintending Engineer DCC-V and supporting field staff to assess the extent of damage as well as to conduct preliminary enquires and get first hand information from the staff working there. In Govt. Deptt, any action at higher level like additional Director General (TD)/CPWD is only taken based on the letter/report sent by the Client Deptt. of CPWD, in the instant case, ITPO was the Client Department, hence the above said information under RTI is being sought}.
  1. In this context, it has been conveyed by the Division concerned that no reply was received from CPWD with respect to letters mentioned in your RTI application.
8. ITPO/PIC/10/08/2014Ms. Thullimalli Mounica, AP On Recruitment drives to induct personnel into various Govt. / PSUs/ Autonomous Units or any other units of /under Ministry of Commerce with B.Tech (Mechanical Engineering) Degree or equivalent as qualification for eligibility or where B. Tech (Mechanical Engg.) Degree is considered acceptable for that recruitment for various posts. The information is sought from latest TEN (10) successive recruitment drives in each case of a particular post.
  1. Copy of Recruitment notification.
  2. Total no. of vacancies for various categories (i.e. Total vacancies and breakup of vacancies under reservation categories viz. SC, ST, OBC, PH etc.
  3. Date of release of notification, publishing of results, final appointment, etc.

In this context, this is to inform that the information in respect of India Trade Promotion Organisation may be treated as  NIL.
9. ITPO/PIC/10/09/2014 Shri Nitish Kumar, New Delhi With reference to India Trade Promotion Organisation(ITPO) Advt. No.4-ITPO(6)/E-I/2013 dated 10.06.2013 for which the written exam was held on 09.02.2014, it is requested to provide a copy of written exam result which was displayed on the website of ITPO. In this context, this is to inform that the written exam result was not hosted on ITPO’s website.
10. ITPO/PIC/10/10/2014 Shri Ajay Kumar,  Delhi A few years back, one printing press printed duplicate entry tickets of International Trade Fare.  I want you to go deeper into this matter and find the actions taken against this.  Also, the details of this happening, for instance, police report if any, black listing of that press etc. In this context, this is to inform that your query  is very vague and not specific. You may specify the query with respect to year and printing press.
11. ITPO/PIC/10/11/2014 Shri Banarasi Ram,  Delhi Inspection of the file relating to recruitment in the matter of Shri A.K. Srihan to the post of Jr. Steno in the Pay Scale of Rs. 330/- - 560/- vide ref. letter from the Trade Fair Authority of India No. 2-Admn(1)/ 77.TFA dated the first march 1977 – Copy enclosed issued under ref no. 19-TFA(33)/CA/33 dated 1st  July 1977 memorandum -Appointment in the Trade Fair Authority of India.” In this context, this is to inform that no such file for recruitment of Shri A.K.Srihan is available.
12 ITPO/PIC/10/12/2014 Shri Mukeh Kumar Kaurav, Aurangabad 1.Kindly provide following information for all the CPSEs (mentioned below in point 2) falling under your Ministry:

  1. (a). ITPO issued office order No.Admn./848/2009 dated June 1, 2009, in respect of Revision of pay scales w.e.f. 01.01.2007 for the posts of below Board Level Executives and non-unionised supervisors.
  (b) In pursuance of DPE guidelines and consequent upon the revision of pay scales of officials, ITPO issued office order No.Admn./1197/2010 dated 25th October, 2010 and O.O. No.Admn./326/2014 dated 25.03.2014,  regarding maximum percentage of basic pay  and perquisites & allowances, under the cafeteria approach, after getting the same approved in the BoD meetings of ITPO held on 31st August and 22nd October, 2010 respectively w.e.f. 26.11.2008. 2.   Your RTI application has been transferred to the respective KTPO and TNTPO offices as per the provision u/s 6(3) of the RTI Act, 2005,  for providing the information in respect of their office directly  to you.
13. ITPO/PIC/10/13/2014 Shri Banarasi Ram,  Delhi Please provide the certified copy of letter related to recovery of Public money towards Publicity Scam was sent to Shri Mukul Rohatgi then Addl. Solicitor General for obtaining his written opinion vide his opinion dated 24.02.2001.  and Also provide the certified copy decision taken by CMD against my letter dated 12.09.2014 with regard to reversion of Shri H.P. Dharod, SM(Admn) and others.  Copy of letter dated 12.09.2014 is enclosed. As per Advocate Act, only Counsel can interact with the Senior Advocate.  Hence in this matter, M/s Sikri & Co, had coordinated and there is no such letter on record.
