2. ITPO/RTI/03/02/2015 Shri Banarasi Ram, Delhi Please provide the certified copy of the Recruitment Rules the post of Asst. Manager filled by selection. The Recruitment Rules was circulated on the 6th January 1979 which came into force from 01.03.1977. In this context, this is to inform that the draft Recruitment Rules of TFAI were circulated on 6.1.1979. However, these rules did not pertain to the post of Asst. Manager to be filled by selection.
3. ITPO/RTI/03/03/2015 Shri Ashok Gupta, Delhi The applicant seeks the following information regarding appointment in relaxation to normal rules in respect of the applicant. 1. Kindly provide me the detail information regarding as to how much space was available for conducting the Fair name as AHHAR, Pragati Maidan, New Delhi and how much space was allotted to the applicant for the same in the year 2013, 2014 and 2015.

2. Kindly provide me the details information regarding above in hall wise also. Detail (3 page)of area status of Aahar 2015 (Hall wise), can be obtained from Right To Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi – 110 001.
3. Kindly provide me detail information regarding as to when the parties had applied for the space, when they were allotted the space further when they made the advance payment of the same. The on-line booking was started on 12.12.2014 and the parties had applied for space booking w.e.f. 12.12.2014 with advance payment for the same. They were allotted the space on receipt of full payments.”
4. Kindly provide me the detail information regarding as what were the basis of allotting the space of the applicant. The criteria was on the basis of first come first served basis. Allotment shall be made from the available space/stalls after considering all the options given in the application form by the applicant. In case, none of the options are available, the applicant shall make afresh 3 options for the allotment. In the event, applicant is still unable to get space/stalls of their choice, the process of indicating options may again be followed.
5. Kindly provide me the detail information as to when those applicants which were not allotted the space and the reasons in this regard for not allotting the space. Kindly provide Name and full address also. Due to constraint of space, all the applicants could not be allotted space and also for the reason that the options of participants were not available. 4. ITPO/RTI/03/04/2015 Shri M. Athikesavan, Chennai Sub: Request to furnish year-wise and Category-wise details of action taken against employees secured appointment producing false certificates on the basis candidates belonging to SC/ST/OBC during the past two decades – reg. Ref: 1. OM.No.36011/1/2012-Estt(Res.) dated 10.01.2013. 2. OM.No.42011/22/2006-Estt.(Res.) dated 29.03.2007 3. OM No.11012/7/91-Estt.(A) dated 19.05.1993. With reference to above I am to state that as per the Office Memorandum cited in third reference by the Ministry of Personnel, Public Grievances and Pensions, Dept. of Personnel and Training, Establishment (Reservation) Section, Govt. of India, wherever it is found that a Government servant had furnished a false certificate for securing appointment, he should not be retained in service and also in no circumstances subjected for penalty. Further to submit that the same has been reiterated through OMs cited in Ref. 1 & 2. If one has become a permanent Government servant, an inquiry as prescribed in Rule 14 of CCS (CCA) Rules, 1965 may be held and if the charges are proved, the government servant should be removed or dismissed from service. In no circumstances should any penalty be imposed. In the above circumstances it is requested to furnish the following details year-wise for the past two decades as per annexure provided: 1. Category-wise no. of candidates who have produced false certificates and appointed. Point wise replies , in respect of India Trade Promotion Organisation, are as under: During the past two decades, no candidate has secured appointment producing false caste certificate.

5. ITPO/RTI/03/05/2015 Shri M. Athikesavan, Chennai Sub: Request to furnish year-wise and Category-wise details of filling up of Backlog Vacancies as per Special Recruitment Drive launched in November 2008. – reg. Ref: No.36038/1(i)/2013-Estt(Res) dated 21.06.2013 With reference to above I am to state that as per the notification of letter cited in reference by the Ministry of Personnel, Public Grievances and Pension, Dept. of Personnel and Training, Govt. of India, that there were a total no. of 75,522 backlog vacancies, and 64,175 were identified for filling up and 48,035 were filled under the Special Recruitment Drive launched in November, 2008 and concluded on 31st March, 2012, which is only 74.85% and the left out vacancies amounts to 16,140+11,347 amounting to 27,487 vacancies as on 1st April, 2012 has not been filled up. In the above circumstances I am to request you to furnish category-wise details of backlog vacancies from 2nd April 2012 to as on date as per annexure provided herewith. Furnish the following Year-wise details of Backlog Vacancies filled as per annexure. 1. Total No. of vacancies identified from 2nd April, 2012 to 30th September 2014. 2. What action has been taken in this regard for filling up the same? Note: As per the notification cited in reference there were 27,487 backlog vacancies left out unfilled. $ The post of Deputy Manager (Finance & Accounts ) has been filled on 19.09.2012 @ The post of Deputy Manager (General Cadre) has been filled on 22.08.2012.

*Both the posts of Deputy Manager (GC) have been filled on 20.05.2014 and 20.01.2015 respectively.
Note: The above mentioned identified posts were advertised along with other categories of posts i.e. SC/ST/OBC and General during 2011 & 2013. Hence it was not under the Special Recruitment Drive.
6. ITPO/RTI/03/06/2015 Shri M. Athikesavan, Chennai Sub: Request to furnish year-wise and Category-wise details of complaints received from employees belonging to SC/ST relating to grievances – Action Taken Report in Service Matters – Reg. Ref: OM No.36034/2/83-Estt(SCT) dated 23.02.1983. With reference to the above I am to state that as per the notification of letter cited in reference by the Department of Personnel and Administrative Reforms subsequent to Om No. 36034/1/78-Estt.(SCT) dated 20.02..1979, has reiterated for extending necessary assistance to the Commissioner for SC/ST in connection with special studies of the roster maintained and also to report on follow up action in respect of grievances from SC/ST cadres who are ill treated ‘with discrimination and harass them using filthy and un parliamentary words, exploiting their communal back grounds, which is criminal offence to be dealt with stringent action. Further to submit that the Commissioner for SC/ST has brought to the notice of Personnel and Administrative Reforms Department that even the time limit of six months is not adhered to by many Ministries/Departments and in some cases even a reply is not received from the Ministry/Departments. In this connection, that Office of the Commissioner for SC/ST has been set up under Article 338 of the Constitution to investigate all matters relating to the safeguards provided for SC/ST under this Constitution and report to the President upon the working of those safeguards. Therefore, it may be seen that the Commissioner for SC/ST has to discharge a Constitutional obligation to investigate and report matters relating to safeguards provided for SC/ST under the Constitution to the President. It thus, becomes the duty of the Ministry/Department also to furnish the necessary assistance to the Commissioner for SC/ST by way of replying to his references. Apart from this, the Office of the Commissioner for SC/ST is one of the most important institutional safeguards in the entire Reservation Scheme of the Govt. of India to whom a SC/ST employees can go direct regarding his grievances in the service matter. It will, therefore, be unfortunate if the Ministries/Departments do not furnish comments or facts to the Commissioner’s Office even within a time limit of six months which this Department considers to be an easily attainable time target in any case, that should set the order time limit, efforts being made to complete the reply within that time, perhaps earlier than later. It is, therefore request that as soon as a reference is received from the Commissioner’s Office, it should be given due attention and steps should be immediately taken to apprise the Commissioner of the position of the case. It is also requested that if for some genuine reasons, if it is not possible to send a report within six months, an interim reply should be sent to the Commissioner for SC/ST explaining to him the reason as to why a full reply cannot be sent. Further to state that it has come to the notice that most of the departments are treating the complaints from SC/ST in a disdainful manner. Hence to ascertain the same I am to request you to furnish the following : Furnish the following details of complaints received, action taken and cases pending in respect of service matters during the past two decades as per annexure provided. 1. Total No. of complaints received from the employees belonging to SC/ST community. One complaint was received from CVC on behalf of Shri Khazan Singh, dated 26.10.2010.
2. Details of action taken. The complaint was examined and the facts were forwarded to CVC vide letter No.13-ITPO(14)/Vig./2010 dated 06.12.2010. Consequent upon explanation, CVC vide its letter No. 010/ CMC/ 014/ 117751 dated 11.01.2011 mentioned that in view of the position stated by ITPO, the Commission would not pursue the matter further
3. Total No. of cases pending. No case is pending as on date.
7. ITPO/RTI/03/07/2015 श्री चरण सिंह, नई दिल्ली विषय : प्रगती मैदान की सुरक्षा व्यवस्था केंद्रीय औधोगिक सुरक्षा बल को सोपने पर ITPO प्रशासन द्वारा तैयार की गई (Policy) निति के सम्बंध में सूचना हेतू साथ सलग्न सवालो की लिखित सूचना देने की कृपा करे । जून 2014 से प्रगति मैदान की सुरक्षा व्यवस्था का कार्यभार केंद्रीय औधोगिक सुरक्षा बल को सौंपा जा चुका है जिसे सिपाई से लेकर सहायक कमाण्डेंट स्तर के अधिकारी नियुक्त हैं । ITPO सुरक्षा विभाग के सुपरवाईजर स्टाफ की संख्या (Strength set up) उस समय किया गया धा जिस समय सुरक्षा विभाग की संख्या आज से दो गुना ज्यादा थी और केंद्रीय औधोगिक सुरक्षा बल को भी तैनात नहीं किया गया था ।

1. ITPO प्रशासन द्वारा उपरोक्त स्थिति के बाद ITPO सुरक्षा सुपरवाईजर स्टाफ एवं औफिसरस की सुख्या में कोई (Review) पुनरवलोकिअन किया गया है या नहीं, कृपया इस पर प्रशासन द्वारा तैयार की गई (Policy)‌ नीति की कापी उपलब्ध कराई जाये ।
आईटीपीओ सुरक्षा कर्मचारियों की संख्या के संबंध कोई समीक्षा नही किया गया है । हालांकि, केन्द्रीय औद्योगिक सुरक्षा बल गृह मंत्रालय, भारत सरकार द्वारा आईटीपीओ की आवश्यकताओं के अनुसार तैनात किया गया है।
2. यदि इस पर कोई Review policy तैयार नहीं की गई है तो प्रशासन आज की स्थिति में इसकी जरूरत समझता है या नहीं? भविष्य की आवश्यकताओं के अनुसार समीक्षा की जा सकती ।
3. प्रगति मैदान की सुरक्षा पर, ITPO सुरक्षा स्टाफ, केंद्रीय औधोगिक सुरक्षा बल एवं प्राईवेट सुरक्षा ऐजेंसियों पर अलग-अलग कितना खर्चा किया जा रहा है । आई टी पी ओ ने वर्ष 2014-15 के दौरान (अप्रेल 2014 से फरवरी 2015 तक) प्रगति मैदान की सुरक्षा पर केंद्रिय औधोगिक सुरक्षा ऐजेंसियों पर लगभग रुपये 3.92 करोड खर्च किये हैं. एवं आई टी पी ओ सुरक्षा स्टाफ वर्ष 2013-14 (अप्रेल 2013 से मार्च 2014) रुपये 2.08 करोड (लगभग) और वर्ष 2014-15 (अप्रेल 2014 से मार्च 2015) रुपये 2.39 करोड (लगभग).
4. केंद्रीय औधोगिक सुरक्षा बल की तैनाती से पहले प्रगति मैदान की सुरक्षा का कितना खर्च होता था। आई टी पी ओ ने केंद्रिय औधोगिक सुरक्षा बल की तैनाती से पहले वर्ष 2013-14 के दौरान (अप्रेल 2013 से मार्च 2014) तक प्राइवेट सुरक्षा बल ऐजेंसियों पर लगभग 3.02 करोड रुपये खर्च किये हैं !
5. सुरक्षा विभाग के महाप्रबंधक सुरक्षा एवं उप महाप्रबंधक सुरक्षा के दोनों पद (Sanction) अनुमोदित/स्वीकृत है या नहीं? कृपया दोनों पदों से सन्बंधित प्रशासनिक आदेश एवं (Approved) कापी उपलब्ध कराई जाये । फोटो कापी (2 पेज) दोनों पदों से सन्बंधित प्रशासनिक आदेश /(Approved) कापी, प्राथी RTI Cell, ITPO, Pragati Maidan, New Delhi से प्राप्त कर सकता है!
6. ऐसीयार्ड विलेज कँम्पलेक्स में आफिसियल रेजीडेंस फ्लैटस को अधिकारियों को अलाट करने से संबंधित प्रशसन द्वारा बनाई गई (Policy) नीति/नियमों की कापी उपलब्ध कराई जाये। फोटो कापी (9 पेज) नियम की, प्राथी आर टी आई सेल, आई टी पी ओ, प्रगति मैदान नई दिल्ली से प्राप्त कर सकता है !
7. यदि किसी अधिकारी द्वारा आफिस से बिल्डिंग एडवांस लेकर अपना फ्लैट खरीद लेने पर और अपना फ्लैट आफिसियल फ्लैट से भी कम दूरी पर हो एवं अपना फ्लैट किसी अन्य व्यक्ति को किराऐ पर देकर, क्या उसे सरकारी मकान दिया जा सकता है ? आपके द्वारा मांगी गई सूचना स्पष्टीकरण है. जैसा कि सूचना अधिकार अधिनियम की धारा 2(एफ) में कहा गया है, स्पष्टीकरण चाहना ‘जांनकारी’ की सीमा में नहीं आता है 1 इसलिये सूचना प्रदान नही की जा सकती1
8. ITPO/RTI/03/08/2015 Banarasi Ram Delhi Please furnish the details against vide our note dated 03.9.2003-copy enclosed-details are as under: (i) Copy of policy decision to issue the gold coins Photocopy(2 page) of decision regarding distribution of Gold medallions can be obtained from RTI Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi..
(ii) List of BODs and Joint Secretary to above against gold coins issued. List (3 page) of BODs, Joint Secretary, etc, can be obtained from RTI Cell, ITPO, New Delhi..
(iii) With whom directions gold coins taken back. Copy of direction/ order, and list of BOD and others with details coin or cash/ cheque. Gold coins returned with the directions of Chief Vigilance Officer of Department of Commerce. Photocopy(1 page) of letter No.C-13011/21/2006-Vig. Dated 17th May, 2006 issued by DOC, Ministry of Commerce & Industry and detail list (1 page) of BODs and others, can be obtained from RTI Cell, ITPO, New Delhi. In terms of rule 11(2) of AIS (Conduct Rules) a Govt. servant cannot accept a gift without permission, if the value of such gift exceeds Rs.1500/-. As the cost of gold medallion was Rs.3,892.72 these were returned..
(iv) Nature of bribed established if disciplinary action initiated – need of copy, if not disciplinary action initiated state thereof reason. Nil
9. ITPO/RTI/03/09/2015 Shri Y.K. Sharma Delhi ITPO deducted about Rs. 35,000/- from my retirement dues towards the amount recoverable from NSIC on account of SAITEX exhibition. The leader of the exhibition was given clearance without recovery of the amount by the Finance Division. The corporate losses have been recovered from three members of the team. I understand the amount has been waived off in the case of two members of the team but amount has not been refunded to the undersigned. In view of the above please provide the following information under RTI act. 1. As per Delegation of Financial Power & Rules (DFPR) who is authorized to waive off the recoverable amount from the employee who is retiring/leaving the organization/ returning to its parent organization (after deputation). As per Delegation of Financial Power & Rules (DFPR) Item No.12 (a.b.c.d.e.&f.), ED/CMD is empowered to write off the losses due to theft, fraud or negligence, bad debts/ claims or remission of revenue, shortage in respect of consumables stores, cash on account of variation in the rate of foreign exchange, fixed assets due to wear & tear, non acceptance of claims by insurers & underwriters in respect of ITPO goods. Photocopy(4 page) of office order No. Admn./156/2013 dated 20/25th February, 2013 and photocopy of DFPR, can be obtained
2. Name and designation of the official who signed (From Finance) the NOC of Mr. Arun Kumar Ex-Sr. Manager (Elect). Shri B.K. Khanna, then Deputy Manager(Finance) had issued NOC in respect of Bills Checking Section of Finance Divn.
3. Reason for not recovering the amount from the Team Leader Mr. Arun Kumar, Ex Sr. Manager (Elect.) It has been conveyed by the Division concerned that there was a practice to intimate personal recoveries only against the employees. Thus, the Admn. Divn. had obtained NOC from Salary Section and Bill Checking (Accounts Section) only of Finance Divn. who deals with the personal matter of the employee.
4. Copies of the note sheets where approval of the competent authority was obtained by the Finance Division before giving NOC to Mr. Arun Kuamr, without making recoveries.
5. If not approved by the competent authority, action taken by the Management against the official who issued NOC to Mr. Arun Kumar without seeking approval.
6. Copy of the NOC issued by the Finance Division to Mr. Arun Kumar, Ex sr. Manager. Photoopy(1 page) of the NOC issued by the Bills Checking Section of Finance Divn. can be obtained from RTI Cell, ITPO, New Delhi
7. Recently Management has waived off the recoveries from only two team members. Reasons cited for waiving off the amount from only two employees and the Team Leader. Photocopy( 2 page) of approval of competent authority regarding waiver of recovery from only two team members, can be obtained from RTI Cell, ITPO, New Delhi.
8. Provide copies of the note sheets (from proposal to the final approval) where refund of recovered amount was approved.
10. ITPO/RTI/03/10/2015 Vijay Sharma, New Delhi (c ) I want to know the whole system of Department of Commerce and staff and their jobs etc. How they do public dealings. In this context, this is to inform that the information with regard to Department of Commerce, Ministry of Commerce & Industry is not available with India Trade Promotion Organisation, New Delhi. Hence, you may obtain the same directly from them.
11. ITPO/RTI/03/11/2015 Shri Ayush Gupta, New Delhi I Ayush Gupta R/o 121, Amrit Nagar, South Ex-1, New Delhi had filed a complaint dated 10.12.2014 against the Coca-Cola Company for unfair trade practice during the recently concluded IITF’2014. Since then no response has been received even after 3 months. The undersigned seeks the following information: 1. What is the status of the above mentioned complaint? It has been intimated by the Department Concerned that the letter dated 19.12.2014 followed by reminders dated 8.1.2015, 6.2.2015 and 20.3.2015 were served to the party. In response to our letters, the party has replied on 24.3.2015, conveying that as per discussion with officers of ITPO, they have reduced the prices, as per details given at Sr. No. 2 below.
2. What action, if any, has been taken upon the above mentioned complaint?” ITPO has called the party during IITF 2014 on 23.11.2014, whereby they have slashed the rates to Rs. 30/- from Rs. 40/; again on 24.11.2014, the party has reduced the rates to Rs. 18/- from Rs. 30/- till the conclusion of the IITF 2014.
12. ITPO/RTI/03/12/2015 Banarasi Ram Delhi Please provide the certified copy of RRs against General Cadre vide circulated on 6.1.1979. PAs are also under General Cadre. In this context, this is to inform that the copy (20 pages) of draft Recruitment Rules of TFAI circulated on 6.1.1979 can be obtained from Right to Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi by depositing Rs. 40/- towards photocopying charges of 20 pages @ 2/- per page.
13. ITPO/RTI/03/13/2015 Banarasi Ram Delhi Sub: Inspection of Service Book ex-employees to the post of Investigators were appointed on 15.11.1976, Directorate of Exhibition Commercial Publicity – Dept. of Commerce- After completion of inspection certified copy to the post of Investigators may be provided without paying addl. Fee. Please make available the service book of the following former employees are as under S/s. Chetan Prakash, K.B. Mahajan, S.S. Atri, B.B.K. Saxena, Smt. Vedasrinivasan, M.L. Babbar, Y.P Sahni, P. Maitra,, V.P. Chaudhary, Rashmi Kalia (Mrs.), and Amrit Singh were appointed on 15.11.1976, and Mrs. Mahesh was appointed on 01.03.1977 to the post of Hindi Translator and her 1st appointment was made on 16.6.72 against which post because her name was not displayed in the Provisional Seniority list circulated on 13.6.79 vide file no.10-TFA/(28)/Estt-1/77 – Her service book against her appointment dated 16.6.72 is required to be inspected whether she was related to merging organization or not.” In this context, this is to inform that Shri J.P. Gupta, Executive (NF), Admn. Divn., has been nominated to arrange inspection of available Service Books of following officials.
