RIGHT TO INFORMATION ACT -ITPO

Details of Queries/Replies for the month of December, 2015 under RTI Act :

2. ITPO/RTI/12/02/2015 Shri Banarasi Ram, Delhi Please furnish the certified copies as per details are as under: (i) Certified copy of Health Certificate against Shri V.K.L. Chaurasia vide appointment to the post of the then Asst. Manager on 14.8.1989. The information/documents sought by you is personal information of third party, disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of an individual, qualifies for protection from disclosure u/s 8(1)(j) of the RTI Act 2005. As per provision u/s 11 of the RTI Act, third party's consent has been obtained, who has submitted in writing that his personal information/documents should not be disclosed to anybody.
(ii) Certified copy of Antecedent Character certificate against Shri V.K.L. Chaurasia appointed to the post of Asstt. Manager on 14.8.1989
(iii) Certified copy of Terms & conditions – appointment of Shri L.C. Goyal, CMD of ITPO – September, 2015. The terms & conditions of appointment of Shri L.C. Goyal, CMD, ITPO is awaited from Department of Commerce.
3. ITPO/RTI/12/03/2015 Ms. Parvati Devi Kommineni Guntur As per DOPT OM F. No.1/1/2008-IC dated 16th November 2009 regarding Grant of the pay structure of GP Rs. 4600 to Assistants and PA. Whether Ministry of Commerce and Industry Department of commerce and its subordinate offices implemented. If so kindly provide details those employees." In this context, this is to inform that India Trade Promotion Organisation pay scales are IDA pattern pay scales. Hence, the Grade Pay is not applicable.
4. ITPO/RTI/12/04/2015 Shri Banarasi Ram, Delhi Inspection of Recruitment of various posts in various cadre against the Advertisement made in 1987. Please make available to complete processing initiated noting etc, as per details are as under: (i) File related to Asstt. Manager G. cadre for Reserved category – Shri V.K.L.Chaurasia obtaining of approval of CMD to advertise the posts to fill up – date of advertisement. (ii) Verification of application received in stipulated period : Total No. of Applications received No. of Applications rejected No. of Applications found valid in order (iii) Validity of Application – Time Date of issuing letter for interview etc. (iv) Total amount paid to Shri V.K.L. Chaurasia towards fare of Railway Tickets indicate the amount. (v) Changes of mailing address of Shri V.K.L. Chaurasia (vi) Minutes of Departmental Selection Committee & approval of implementation of DSC. This is to inform that Shri Sunil Mathur, DM – Admn. Divn. ITPO, has been nominated to arrange inspection of the available documents (TA claim in r/o Shri V.K.L. Chaurasia, Interview letter, Advt, List of candidates selected for Test/ Interview) on 2nd February, 2016 at 3.30 p.m. The inspection shall be conducted in the Right to Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi. The inspection shall be arranged after applying clause of severability as per provisions u/s 10 of the RTI Act, 2005.
5. ITPO/RTI/12/05/2015 Shri Banarasi Ram, Delhi Please furnish the information as per enclosed Appendix 20 to 22 excluding Safai Karamcharis (Sweeper) and Appendix 23 & 24 vide G.I. Dept. of Personnel & Trg. O.M. No.36037/2/88-Est(SCT) dated 30.06.88, G.I. Dept. of Per & Trg. O.M. No.36034/16/76 –Est (SCT) dated 5.2.77 & O.M. No.36012/7/77-Est (SCT) dated 21.1.78 respectively w.e.f. January 93 to 30th November, 2015." It has been conveyed by the Division concerned that the information sought in the above format is not available in the compiled form and this being a voluminous task, involving time and manpower, it is not feasible to provide the information for the 23 years. Further, the information is very old, it can't be procured. However, available details (26 page) of Posts of SCs/STs and OBCs and number of appointments made, can be obtained from Right to Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi, by depositing Rs.52/- towards photocopying charges of 26 pages @ Rs.2/- per page.

E/856 Gaur Homes Govind Puram Ghaziabad 201013 telephone no. 0120-2764144, e-mail-illustratedmediatoday@yahoo.com is running a magazine, named Illustrated media today (Website.illustrated (RNI No. DELHI/2002/10611). The total circulation of this magazine is only 200 copies and does not have any publicity effect or advertisement for business promotion. His circulation reaches only to targeted people from whom he expects favour by publicising some sensational issues against him/or his/their organization. 2. You are requested to provide following information. (a) The amount your organization has paid to the above magazine so far for advertisement. Complete details with amount Cheque No. & date, copy of approval noting. (b) The copy of request letter received from the Magazine office. (c) Profile of the magazine including nos. of Magazine printed & it circulation list. Copy of the request letter sent by the magazine office giving profile of the magazine and details of the prospective recipients of copies. (d) Has your organization made any effort to find out the antecedent of Sh. Sunil Tripathi or its Magazine. If so correspondence made with him copies may be provided. (e) Name & designation of officers, who sanctioned the amount for advertisement and the copy of criteria adopted while sanctioning amount for advertisement. (f) Copy of the magazine if he has even sent to your office after publication of your advertisement. Copy of advertisement published so far. (g) Did your office check, whether your advertisement was published in his Magazine Illustrated Media Today or not and at what page. In this context, this is to inform that no advertisement has been released in Illustrated Media Today by our Corporate Communication & Service Division(Publicity Division) of India Trade Promotion Organisation(ITPO).

अमरोहा (उत्तर प्रदेश)		 देहली में प्रगति मैदान लगभग पांच दशक पुराना हो गया है । विश्व में यह् प्रमुख प्रदर्शनी मैदान है परंतु अब इसका विकल्प ढुंढने का प्रयास अति आवश्यक है क्योंकि ‌‌(1) विश्वस्तर की प्रदर्शनियों के आयोजन हेतु यह होता है । (2) कार पार्किंग से ट्रेफिक समस्या अत्यंत गम्भीर होती है । (3) क्या इस प्रदर्शनी मैदान का विकल्प सम्भव नहीं है । इस बारे में आपको सूचित किया जाता है कि आपके द्वारा मांगी गई सूचना स्पष्टीकरण/राय है | जैसा कि सूचना अधिकार अधिनियम की धारा 2(एफ) में कहा गया है, स्पष्टीकरण/राय 'जांनकारी' की सीमा में नहीं आता है | इसलिये सूचना प्रदान नही की जा सकती |
8. ITPO/RTI/12/08/2015 Mohd. Saleem Delhi 1. What is the current designation of Mr. K.P. Singh and his date of appointment in ITPO. Current status of Shri K.P.Singh - Senior Manager. Date of appointment : 1.9.1979 in Ex-TDA now ITPO.
2. Mr. K.P. Singh total length of service in ITPO with various designations he holds during his service. Total length of service as on date : 36 years; held following designations: i)Sr. Stenographer, ii)Sr. Investigator iii)Asstt. Manager iv)Dy. Manager v)Manager vi)Sr. Manager
3. During his service with ITPO was he suspended for certain period, if yes? a. Details of his suspension which should include b. Reasons for his suspension. c. Period of suspension d. Was he penalized for reasons above stated in addition to suspension. The matter is 22 years old and the relevant papers are not traceable. As per service book, Date of suspension is 30.09.1993, date of revocation is 09.03.1995. You may please refer to 3(a) above.
4. During his service how many times he was deputed for Foreign Fairs. If Yes? List of fairs he was deputed.

Shri K.P. Singh was debarred from foreign fairs during Financial Year 2008-09 and FY 2009-10 on the basis of complaint received from the participants of Practical World, Cologne during March 9-12, 2008 for poor management of C&D, etc.
6. During IITF 2014 many companies were blacklisted by ITPO. Role of Mr. K. P. Singh may please be clarified. In which capacity he was inspecting and carrying out process of blacklisting. Shri K.P. Singh's role was as officer of FS-II during IITF 2014. The process of inspection during IITF 2014 was carried out by Shri K.P. Singh as Senior Manager of FS-II, the Division handling IITF.
9. ITPO/RTI/12/09/2015 Shri Banarasi Ram, Delhi Please furnish the following documents/ information as per details are as under: (i) Copy of charge sheet issued to Shri V.K.L Chaurasia towards the irregular appointment of Shri Chaurasia and reply furnished by C.O. Shri Chaurasia and thereof findings report of Inquiry Authority. No such thing exists.
(ii) The amount paid to Inquiry Authority. Nil, in view of reply given at (i) above.
(iii) Copy of decision of the Disciplinary Authority. As above.
(iv) As per Terms & Conditions of Advertisement on 1987 should have been terminated. Why he was charge sheeted? State the reason? Seeking opinion/reasons /justification is not covered under the ambit of 'Information' as defined u/s 2(f) of the RTI Act, 2005; hence, cannot be provided.
(v) Certified copy of petition filed by Shri V.K.L. Chaurasia for the protection of his service before High Court Bench, Nagpur, & Why not objected to hear at Nagpur High Court Bench instead of Jurisdiction of Head Office of the Company prefer to before Delhi High Court at New Delhi – Please state the reason & ITPO has filed an appeal against the order/ judgement of High Court of Bombay, Nagpur Bench in the Hon'ble Supreme Court of India hearing No.SLP©/ 14830 of 2015 which has been admitted and notice(s) issued to respondents. As the matter ITPO Vs VKL Chaurasia is subjudice, the information sought cannot be provided as per provision u/s 8(1) (h) of the RTI Act, 2005. Seeking reasons/ justification is not covered under the ambit of 'Information' as defined u/s 2(f) of the RTI Act, 2005; hence, cannot be provided.
(vi) Why not filed necessary documents i.e. advertisement-87, copy of Scrutiny Report with regard to verification of applications received in due date and Minutes of DSC held on 16.2.89 before the Hon'ble H.C. Nagpur. Seeking opinion/reasons /justification is not covered under the ambit of 'Information' as defined u/s 2(f) of the RTI Act, 2005; hence, cannot be provided.
10. ITPO/RTI/12/10/2015 Shri N.K. Sethi New Delhi A. Sometime back you had sent me a copy of note of Mrs. Rita Menon, the then CMD/ DA's decision dated 16.12.2014 to award a 'minor penalty' to me. Please supply me certified copies of all the subsequent notings of that respective file, till date. Photocopies (34 pages) of requisite notings, can be obtained from Right to Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi.
B. Sh. Mahavir, the then Dy. Public Information Officer vide his letter No. ITPO/ PIC/ 09/ 02 /2014 dated 16th September 2014 supplied me 26 pages of notings of my file in Admn. Division i.e. from pages 419-444 under the RTI Act. Now it's requested that I may be supplied certified copies of the subsequent notings of the same file till date. Photocopies of (14 pages) of note portions from page No.445 to 458, can be obtained from RTI Cell, ITPO, New Delhi..
C. Attention is invited to Order No.13-ITPO(42)/Vig/03 dated July 2008 issued by Mrs. Sheela Bhide, the then CMD, ITPO; revoking my second suspension order and the suspension Order No.13-ITPO(42)Vig./03 dated 3rd /4th March 2005 issued by Sh. N.N. Khanna, the then CMD, ITPO. Now please supply me complete certified copies of the corresponding notings related to proposals and decisions w.r.t. issuance of both the order. Photocopies (9 pages) of requisite note sheets, can be obtained from RTI Cell, ITPO, New Delhi.
