RIGHT TO INFORMATION ACT -ITPO

Queries under RTI Act received in the month of March 2013

  • What are the benefits being given to the employees seeking VRS under the present scheme and what were the benefits given in the earlier VRS 2010?
  • Are there any provisions for meeting expenditure on skill development for the employees who opt for VRS?  If yes, provide details as per records and the amount of ceiling for such purpose.
  • If yes, how many employees of ITPO have claimed reimbursement of expenses incurred for skill development 2001 onwards?
  • Provide names of the employees in whose case such payments have been approved or rejected.
  • Did ITPO provide a list of specialized institutions to the employees in advance to those employees who opted for VRS to enable them to upgrade their skills through these institutions?
  • If no such list is provided then what is the basis for accepting/rejecting the claim relating to the expenses incurred for skill development?
  • Please provide the name of the official who dealt with the currently dealing with the matters relating to VRS particularly skill development.
  • Name the officer(s) who are responsible to examine the merit of the claim for reimbursement of skill development, finalizing the name of the Institution and accepting/rejecting the amounts, please provide names.
  • Please provide the file relating to re-alignment posts in PA cadre which was not approved by standing committee as marked sub para II vide page no. 84/Ante recording note enclosed (2 page 83-84).
  • Please provide name of the companies who participated in Istanbul Exhibition, Turkey, February, 11-14, 2012 organised by ITPO.
  • Sir, It was B2B Fair but it was reported by the ITPO officer as retail fair.  Who is  responsible for providing such wrong information?
  • Sir, please provide name of companies that have complained in this regard.
  • Sir, who will refund the loss borne by the participating companies?
  • How many stands were booked by NSIC and of how much Sq. meters in size.  Please provide the name of  companies for which the booths were booked by NSIC.
  • Sir, please provide list/names of companies for whom stands were booked by NSIC and the companies who actually participated/not participated in the fair.  Please provide both the lists.
  • Sir, Please provide photocopies of documents submitted by companies who participated through NSIC and the companies in whose name stands were booked by NSIC.
  • Date of appointment of Shri S.K. Verma, Manager(Finance) in ITPO.
  • Date of his permanent appointment in ITPO.
  • Pay Band of Mr. S.K. Verma under which he is posted.
  • Gross Salary/Net Salary of Shri S.K. Verma as on date.
  • Residential Address of Shri S.K. Verma.
  • Whether he has informed about his marriage with me for record in his Service Book.
  • Name of the nominee in his service record.
  • Whether he was suspended in any case during his tenure.
  • What were the prevalent recruitment rules for the posts of Jr. Asstt., Assistant, Senior Assistant, Executive and Deputy Manager respectively in the ITPO in the year 1988?  Please provide certified copies of those recruitment rules of 1988 also.
  • Whether there any difference in the educational qualification was provided by those Recruitment Rules  1988 in case of direct recruits and promotes?  If yes, please specify the different educational qualifications for direct recruits and promotes for the above posts under Recruitment Rules 1988.  Please provide the duly certified copies of also.
  • When the Recruitment rules for the posts of Jr. Asstt, Assistant, senior Assistant, Executive and Deputy Manager were amended in subsequent years?  Please provide duly certified copies of all amended recruitment rules as amended up-to-date after the year 1988.
  • What was date from which such rules became effective after each amendments in the subsequent years?
  • Which recruitment rules were followed and applicable for above posts both in case of direct recruitment and departmental promotions in the year 1993, 1997, 2009 and 2012?
  • Is still there any provision for providing relaxation in age and educational qualifications in case of promotion from post of Jr. Asstt. to Asstt, Asstt to Sr. Asstt., Sr. Asstt. to Executive and Executive to Dy. Manager?
  • If such provision of relaxation in age and educational qualification for promotion in above posts is abolished, kindly provide the certified copy of such amended rule whereby relaxation was abolished.
  • Who is empowered to amend the Recruitment Rules in ITPO?
  • Is there any requirement of getting approval from Board of Directors of ITPO or Ministry of Commerce Government of India or any other authority.
  • Is any such approval has been obtained in case of amendments in recruitments rules for above posts after the year 1988?”
  • Please intimate the date of formation of TFAI.  Please provide a copy of registration and under which rule.
  • Please provide a copy of Recruitment rules for the post of LDC/UDC/Investigator/Junior Stenographer/Senior Stenographer/PA and Assistant Manager applicable from the year 1977 on wards.
  • How many posts were available year-wise in each Cadre of LDC & Jr. Stenographers/Senior Stenographer/PA and Deputy Manager (General Cadre) and what was the number of direct recruit posts available as well as SC/ST posts filled year-wise w.e.f. 01.03.1977 to 1989.
  • How many posts were filled year-wise and the employees were promoted in each year in the grade of Assistant Manager (GC).  Please indicate how many posts were available for direct recruits DP/DR and SC/ST Quota and also indicate DP/DR/SC/ST posts filled.
  • lease provide DP/DR roaster w.e.f. 01.03.1977 to 1989 in the grade of Assistant Manager now Deputy Manager (GC) duly signed by Liaison Officer for SC/ST.
  • Please supply me copies of appointment letter of Shri I.D. Aggarwal and of his all promotion orders such as Sr. Stenographer, PA, Deputy Manager, Manager, Sr. Manager and Dy. General Manager.
  • Whether he passed the skill/written test for the promotion of Sr. Stenographer.  In which year he had passed the test, please provide a copy of list indicating the candidates who passed the written test for promotion as Sr. Stenographer/PA.  Please provide a copy of RRs and roaster from 1977 to 1989.
  • How many Jr. Stenographers have got promotion as Sr. Stenographers and provide al list of Jr. Stenographers who passed the written test prescribed by RRs.  Whether they were promoted on regular basis or on adhoc basis.  If on adhoc basis, provide a copy of roaster.
  • Whether Shri I.D. Aggarwal was eligible to get promotion as per length of service required as well as qualification.  Please provide a proof of his all qualifications including the year of Graduation exam passed with name of University.
  • Please provide a copy of DPC Minutes for the post of Sr. Stenographer/PA/Deputy Manager/Manager/Sr. Manager and DGM wherein Shri I.D. Aggarwal was considered for promotion.
  • List of adhoc promotees in the grade of Asstt. Manager now Dy. Manager, reason for appointing on adhoc basis since 1984.  What were the qualifications of all adhoc promotes and number of years of experience at the time of adhoc promotion.  Whether all the adhoc promotees have completed eligibility criteria as per RRs.  Copy of the DP/DR Roaster may be provided.
  • Number of posts available in 1984 for the post of AM(GC) now DM. Specify clearly how many for DR, how many for DP and how many for SC/ST, DP/DR Quota.
  • Furnish the list of official who were recruited/appointed without employment exchange/advertisement in various cadres and various levels
  • Inspection – Final Report submitted to GM(Admn.) on 13.10.1995 by Consultant Shri S.K. Kaul – Original Report require for inspection.
  • Jayaraman Report related to ex-TDA – required policy file related to recruitment during the course of inspection.
  • The details of vacancies in the Autonomous Bodies (EPCs/Boards/PSUs etc.) as well as in the Attached and Subordinate Offices under the Department of Commerce in the rank of General Manager and above; including the duration of each such vacancy.
  • Please provide certified copy of terms & conditions of appointments of Mrs. Rita Menon, CMD, ITPO and Shri B.L. Meena, OSD(Admn.), ITPO.
  • A list of all the parties who have applied for a stall in the Aahar International Food Fair, 2013 along with the stall number and the hall number which has been allotted to them by ITPO;
  • Information about when these parties had applied for their respective stalls;
  • Information about the payments made by these parties and also information about when their applications were accepted by ITPO.
  • How many posts in group A, B, C and D are sanctioned all over the country in the offices under control of Department of Commerce, Govt. of India and how many posts in each group are lying vacant?  Please provide group wise information of posts lying vacant.
  • If work is being done by the employees appointed in any category on contractual basis, please provide information regarding group wise no. of employees appointed on contractual basis.
  • How many organizations under your Ministry bear scientific and technological status?  If any please provide necessary memorandums or Govt. order.
  • What are the prevailing pay scales and qualification attached to the various Scientific/Technical post existing in various organizations under the control of your ministry?  Give details.
  • Kindly provide copies of recruitment rules of Scientific/Technical staff cadre in grade pay of Rs. 2800, Rs. 4200, Rs. 4600, Rs. 4800 and Rs. 5400 existing in various organizations under the control of your Ministry.
  • 6th Central Pay Commission has merged pay scale of Rs.5000-8000, Rs.5500-9000 and Rs.6500-10500 in to one single pay grade of Rs.4200 in PB2.  Such mergers, if done in your Ministry or in organization under the control of your ministry,  please provide information about the entire process of such merger.
  • In case, merger of pay scales Rs.5000-8000 and Rs.5500-9000 has not been carried out in any organization under the control of your ministry, please provide the status of these pay scales.  It is also requested you to provide the rules and Govt. orders under which ground recommended merger was not implemented in your organization.
  • Kindly provide information about such post, existing in various organizations under the control of your ministry, which were upgraded in the pay scale of Rs.5000-8000 (5th CPC) or Grade pay Rs.4200 (6th CPC) on the basis of educational qualification.  What is basic educational qualification for this scale?
