Cell, ITPO, New Delhi.
  • Has this new ACP Scheme been amended, modified or changed till date?  If yes, copies of the Board Agenda Note, if any, complete noting portion of the proposal relating to such amendment, modification or change, as the case may be and the copy of the Office Order regarding the same may kindly be provided.
In the new IACP Scheme, no further changes have been made after introduction of this Scheme.
  • Kindly inform whether the approval of the Department of Commerce, Ministry of Commerce & Industry, Govt. of India being administrative Ministry of ITPO taken/obtained before imple-menting the new Assured Career Progression Scheme currently in operation in ITPO.  If yes, kindly provide a copy of the same.
Old/New Scheme, i.e. ACP/IACP both of the schemes have been introduced with the approval of Board of Directors.    Dept. of Commerce’s approval was not required.
2. ITPO/PIC/05/02/2014 Shri Vinod Kumar, New Delhi
  • The agenda item along with its Annexures placed before the recent Board of Directors’ meeting held on 12.3.2014 of ITPO relating to Assured Career Progression Scheme as well as its minutes thereof.
Photocopies (3 page) of Board Agenda Items & Annexure (2 page) and Extracts (1page) of Minutes of 185th Board Meeting along with Annexure (4 page), are available with Public Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi.
  • The list of PAs/stenographers and other employees/officers who have completed more than 10 years of service on the same post, but have not been given the benefit of ACP Scheme.
List (1 page) of Secretarial staff, who have completed 10 years of service at the same post are available with P.I. Cell, ITPO, New Delhi.
  • The applicant made a request/ representation in March, 2014 raising two moot points, namely, whether 15% on medical head can be made compulsory in spite of cafeteria approach and whether hospitalization (admission cases) can be part of perks & allowances.  I intend to know the status of that representation.  If it has been decided favourably then kindly communicate the decision and if it has been decided otherwise, then provide the note portions starting from the date when the representation was put up, upto the final decision along with all the papers which have been referred to or otherwise dealt with for the purpose of arriving at the final decision.
File is under submission to higher authorities and decision is yet to be taken on the representation.

ITPO/PIC/05/03/2014 Banarasi Ram,  Delhi Ref. letter no.ITPO/PIC/02/08/2014 Inspection of the relevant files information furnished by the Division concerned into the matter.  Please ensure that complete documents make available for inspection and after inspection if necessary to need documents will apply to receive the same. This is to inform you that Shri J.P. Gupta, Executive(NF), Admn. Divn. ITPO, New Delhi, has been nominated to arrange inspection of the said documents by you on  May  26,  2014  at   1530 hrs.  The inspection will be conducted in Public Information Cell, India Trade Promotion Organization, Pragati Bhawan, Pragati Maidan, New Delhi- 110 001
4. ITPO/PIC/05/04/2014 Shri Rajesh Verma, New Delhi
  • Copy of office order related to assignment of all Ticket Seller (G-I, G-II and Ticket Supervisor) alongwith present place of posting i.e. month/year on that place of posting from 1985 onwards.

There is no sanctioned post of Supervisor other than the approved nomenclature and level of post of Supervisor for grant of personal upgradation under incentive wise ACP Scheme only.  Photocopies (3 page)  of Office Memorandum dated 05.01.2011 in this regard are enclosed.
5. ITPO/PIC/05/05/2014 Banarasi Ram,  Delhi Please provide the certified copies of decision taken by the Competent Authority against enclosures, placed below:
  • Letter dated 10.3.14–Recovery of Rs. 2580768/- from Shri Vikram Sehgal, GM(Security).
There was no substance in the case; hence, the letter was filed.
  • Letter dated 31.3.2014-बिना result घोषित उप प्रबंधक पदों की भर्ती।
Photocopy(1 page) of note portion on which letter dated 31.3.2014 was examined is enclosed.
  • Letter dated 01.04.2014 – Courts are proper remedy for proper treatment of Top Management of ITPO.

Letter dated 24.4.2014 has been examined on file and closed. Vigilance notings being confidential in nature and held as trust which  qualifies for protection from disclosure u/s 8(1)(e) of the RTI Act, 2005,  cannot be provided
  • Letter dated 25.04.2014 – Quash the appointment of CMD(RM) & CS(SRS) on the grounds of against reserved posts.

Further, Kindly provide us the details of the foreign allowance provided to the employees posted in ITPO, Tokyo Office for the period 1993-2000 in Rupees and Yen.
Kindly also provide the details whether, there was any change in the foreign allowances of the Employees posted in ITPO, Tokyo Office and whether excess foreign allowance was provided to the Employees or not.
Incase, excess foreign allowance was provided to the Employees posted in ITPO, Tokyo Office, whether the same was recovered and from whom all it was recovered from. The foreign allowance was drawn by RD’s Tokyo and other officials according to the orders issued by Admn.  The excess drawn of foreign allowance made by Shri Hukum Chand Thekedar former RD, Tokyo, Shri P.C. Sharma former RD, Tokyo and Shri K.K. Dhawan former PA Tokyo were recovered.
11. ITPO/PIC/05/11/2014 Mohit Kumar, New Delhi The period to which the information relates:  01/01/1993 to 01/05/2013 Photocopies( 25 pages) of office order issued by MEA relating Foreign Allowance in respect of Tokyo, Japan, are enclosed.
Foreign Allowances provided to  Government Employees for the period 1993-1998.
What was the foreign allowance prescribed to the Government Officials on the rank of First Secretary Level in Tokyo Japan in the year 1993, 1994, 1995, 1996, 1997 1988, 1999, 2000.
Secondly, how much foreign allowance was prescribed to the Regional Director appointed in New York, Tokyo, Frankfurt, Brazil in the year 1993, 1994, 1995, 1996, 1997, 1998, 1999, 2000. The information in respect of Foreign allowance of Resident Director, Tokyo, Japan has already been furnished to you vide our letter No.ITPO/PIC/05/10/2014 dated 1.8.2014. However, information ,as per available records, regarding Foreign Allowance in respect of Resident Director, appointed in New York, Frankfurt and Sao Paulo, are enclosed: 1.     Shri A.M. Vadi, RD, New York, Memorandum dated 10.8.1993 – (6 page). 2.      Shri R.K. Jain, RD, Frankfurt vide Memorandum dated 5.8.1999. - (10 page)  3.      Dr. S.S. Agrawal, as Resident Director, New York, (USA), vide Memorandum             dated 10.09.1999 and 14.8.1996.- (7 page) 4.      Shri M. 12. ITPO/PIC/05/12/2014 Shri  Nitish Kumar, New Delhi When will the result be declared for the Written Exam held by India Trade Promotion Organisation (ITPO) on 09.02.2014, for the post of Deputy Manager (General). This is to inform that the result was hosted on ITPO’s website on 23.3.2014 and the Roll Number of the candidates who have been called for interview were displayed.

15. During 2013-14, Tenders were released through press advertisement in the newspapers and in ITPO’s website. Five parties i.e. M/s Kendriya Bhandar , M/s. Office Square, M/s. Prateek Computers Peripherals , M/s. NCCF and M/s. E labs(MSME) participated in tender. M/s Prateek Computers Peripherals quoted lowest rate and TNPL/Spectra photocopy papers were purchased from them.

ii.  Please specify the procedure of procurement of paper by your company for consumption and if any, tender is issued in this regard, please provide the list of tenders issued during the Financial years 2010-11, 2011-12, 2012-13 and 2013-14 along with their detailed copies of the tenders. .During 2010-11, 2011-12, 2012-13, the procurement was made from M/s. Kendriya Bhandar with the approval of Competent Authority. During 2013-14, an advertisement/tenders notice were released in the Newspapers and ITPO website and the offer given to the lowest bidder.
iii. If applicable, please provide me the tender wise list of parties participated in the tenders issued along with their complete addresses, contact details and the representative of the party for the Financial years 2010-11, 2011-12, 2012-13 and 2013-14.       Companies participated in tender for the year 2013-14 are as under:

iv. If applicable, please provide the copies of the documents submitted by the participated parties in the tenders issued for the Financial Years 2010-11, 2011-12, 2012-13, and 2013-14. There were five bidders.  Letters were written to all the five bidders  as per provision u/s 11 of the RTI Act, to ascertain whether their information about tenders should be disclosed.  All the five agencies have conveyed that their tender documents being personal information of commercial confidence and  contain trade secrets, should not be disclosed to anybody.  Hence can not be provided.
v.  Please provide the tender wise list of parties awarded tenders for the Financial years 2010-11, 2011-12, 2012-13 and 2013-14. You may refer to reply given at point 3 above.
vi. Please provide the full copies of the agreement entered between the parties awarded tender and your company for the tender issued for the Financial Years 2010-11, 2011-12, 2012-13 and 2013-14. There was no agreement.    However,  copy ( 2 page) of notice inviting tender/quotation for procurement of Stationery /computer consumables and misc. items containing terms & conditions, can be obtained from the Public Information Cell, India Trade Promotion Organisation by depositing Rs. 4/- towards photocopying charges of 2 page @ 2/- per page, if you so desire.
16. ITPO/PIC/05/16/2014 Banarasi Ram,  Delhi Please furnish the name of deputationists  who were appointed in ITPO on CDA pattern and they are drawing salary on IDA pattern.  Whether any obtained approval of the Competent Authority to release the Salary IDA Pattern. If any audit para – with regard to not entitle to release salary on IDA Pattern. In this context, this is to inform that there is no officer on deputation who has been appointed in ITPO on CDA pattern but drawing salary on IDA pattern.
17. ITPO/PIC/05/17/2014 Shri Nawal Kant Sethi, New  Delhi Daywise  movements of files/ notings/related correspondence w.r.t. following copies of voucher, notings etc. (05 pages…numbered in red); of self certified copies enclosed):
  • Page 1 relates to a voucher of 30.07.2003 for refund made to me by ITPO for Rs. 4417/- on account of excess recovery of interest on vehicle loan advance.
 In this context, this is to inform that Shri J.P. Gupta, Executive/Shri S.N. Bokade, Executive, Admn. Divn. and Shri P.N. Paswan, Salary Section,  ITPO, New Delhi,  have been nominated to arrange inspection of the relevant documents by you on 26.6.2014 at 3.30 p.m. The inspection shall be conducted in the Public Information Cell, ITPO, New Delhi – 110 001.
  • Page 2 is a copy of my note dated 14.11.2002 sent to the then Sr. Manager (Finance), ITPO- Sh. P.K. Jindal asking to intimate me the amount of interest to be paid after fully paying back the principal amount of Rs. 1,35,000/- (car loan).  A copy of this note was also sent to the Administration Division, ITPO.
  • Page 3 is copy of my another note dated 10.06.2003 sent to Sh. P.K. Jindal, the then Sr. Manager(Finance), ITPO again requesting him for intimating me the interest amount of car loan to be paid back.
  • Page 4 is copy of a letter no.(N-15)/TFA/E1/83 dated 23.04.2004 sent by the then Dy. Manager (Admn.), ITPO – Sh. Rajeev Sharma at my residence.
  • Page 5 is copy of a note submitted by Sh. Ashok Sachdeva, the then PA to GM(Admn), ITPO depositing my cheque of Rs. 72,187/50 with Dy. Manager (Rajeev Sharma), as I was asked telephonically to settle the interest on car loan.
The applicant further stated that “I wish to first inspect all the respective files of the Administration as well as Finance & Accounts Division, wherein grant and recovery of the said car loan had been dealt with, Subsequently I will inform about the certified copies of the relevant noting and correspondence pages to be taken by me.
