My wife “Mukta Verma” had file a case under CAW cell as well for her maintenance.   In order to fight against the allegation my advocate needs the certified copy of all the letters, RTIs and other representation made by her to the office pertaining to me. My advocate, who is also a RTI activist, has given me the copy of a decision of CIC so that I may obtain the certified copies of all communication made between ITPO and my wife “Mukta Verma” Therefore, I may be provided the certified copies of all communication made between ITPO and my wife “Mukta Verma” at the earliest possible under the RTI Act 2005. In this context, this is to inform that information sought for being personal information/grievance of the third party Mrs. Mukta Verma, disclosure of which has no relationship to any public activity or interest or may cause unwarranted invasion of her privacy, qualifies for protection from disclosure under section 8(1)(j) and 11 of the RTI Act, 2005 and therefore, cannot be provided.  It is also informed that third party had made a submission in writing that information being her personal information/grievance, should not be provided to the applicant.
2 ITPO/PIC/11/02/2014 Shri Kailash Ahuja,  Delhi Please provide a copy of letter of Intent issued in year 1984 to concerned company/individual for setting up of Amusement park in Pragati Maidan at Gate no. 4 (old gates) of Pragati Maidan popularly known as APPU GHAR before closure year 2008. In this context, photocopy (6 page) of letter of intent issued in 1984, can be obtained from Public Information Cell, India Trade Promotion Organisation, Pragati Maidan, New Delhi, by depositing Rs.12/- towards photocopying charges of  6 page @ Rs.2/- per page.

III.  How many Sr. Steno (Ex-TDA) were promoted to the post of PS/DM/Manager/Sr. Managers – ignoring the sanctioned post of Jr./Sr. Stenos only.  If posts of PAs in the pay scale of Rs. 550-900; DM/Manager/SM are approved by BODs. Provide thereof Agenda/Minutes.

It has been conveyed by the Division concerned that the information sought by you is not clear and specific. However, as per available records, 20 Sr. Stenos were promoted to the posts of PS/ DM/ Manager/ Sr. Manager in Ex- TDA Cadre against the sanctioned posts.

ITPO/PIC/11/04/2014 श्र्री अमित कुमार, दिल्ली महोदय कृपया मुझे बताने की कृपा करें कि 6 अक्टुबर से 8 अक्टुबर तक होने वाले Inspire Fair 2014 के लिये टी - शार्ट, मग, कप व बैग किस फर्म द्वारा खरीदे गये, तथा वह किन prize पर लिये गये । व उनकी खरीदी किस टेंडर प्राक्रिया के तहत की गई । कृपया हमें फर्म का नाम व अन्य जानकारी देने की कृपा करें । इस बारे में सम्बंधित विभाग ने जानकारी दी है कि विज्ञान एवं प्रोद्योगिकी विभाग इंडिया ट्रेड प्रमोशन आर्गेनाइजेशन की विशिष्ट अपेक्षाओं के अनुसार जैसा कि इस संवंध में सी वी सी द्वारा तय किया गया है, टेंडर मंगाने की अनुमोदित प्रक्रिया का अनुपालन करते हुए टी शर्ट, मग, कैप और वैग जैसी वस्तुएं खरीदी गयी थी ! उन वस्तुओं की टेण्डर देने के लिये परिणाम स्वरूप जिस कम्पनी को आर्डर दिये गये थे उनका ब्योरा नीचे दिया गया है :-

दरों के बारे में मांगी गई जानकारी व्यक्तिगत और वाणिज्यिक दृष्टि से गोपनीय है, जिसका प्रकटीकरण थर्ड पार्टी की प्रतिस्पर्धा स्थिति के लिए नुकसानदेह है, इसलिए इसे आर टी आई अधिनियम, 2005 की धारा 8(1)(d) एंव 11 के अंतर्गत प्रदान नही किया जा सकता 1 थर्ड पार्टी भी इस बात से सहमत है कि वाणिज्यिक दृष्टि से गोपनीय होने के कारण इसे प्रकट करने की आवश्यकता नही है 1

The method of Recuitment: 1.. 66-2.3%  by promotion from departmental candidates with 4 years service in ITPO as Executive (Electrical) failing which from departmental candidates with 8 years service in ITPO as Sr. Assistant (Elect.) failing which by deputation on a strictly repatriable basis of officers of the level of Jr. Engineer (Elect) with minimum experience laid down for direct recruits in Engg. organizations of Govt./ Public Sector. 2. 33-1.3% by direct recruitment EQ: Relaxable to Diploma in Electrical Engg. in the case of promotes. Age: No in the case of promotes.
  • Inspection and properly certified copies of the Minutes of the Meeting (MOM) of the Departmental Promotion Committee (DPC) held during last 18 years for promotion from the post of Senior Assistant (Electrical) to the post of Deputy Manager (Electrical) in Electrical Engineering Division?
DPC proceedings/ Minutes of Meeting are confidential in nature and contain personal information of other candidates, such as ACR gradings, etc.   You are  also not one of the aspirants and third party in this case, hence, cannot be provided as per provisions u/s 8(1)(j) of the RTI Act, 2005.
  • How many departmental promotions from the post of Senior Assistant (Electrical) to the post of Deputy Manager (Electrical) has been done during last 18 years and what guidelines/rules/regulations/criteria were adopted?  Please provide complete records details.
03 departmental promotions have been done during last 18 years. The promotion was according to Recruitment Rules for the post.
  • How many Scheduled Caste/scheduled Tribe employees have been promoted from the post of Senior Assistant (Electrical) to the post of Deputy Manager (Electrical) during last 18 years in Electrical Engineering Division?
One SC was promoted to the post of Dy. Manager (Elect.)
  • Is there any reserved counting as per the roaster for Scheduled Caste/Scheduled Tribe employee to promote from the post of Senior Assistant (Electrical) to the post of Deputy Manager (Electrical)?  Please provide copy of the rule.

IITF was a celebration of India’s intrinsic strength and achievements, especially when the country is striving to become a manufacturing hub for rest of the world.  Since inception, IITF has showcased India’s social- economic progress.  It has also played a significant role in catalyzing commercial convergence of technology with social and economic issues of the South Asian region Fair. The Fair has also been an excellent platform for small and micro enterprises to display their products and get the best from traders in India or importers from abroad. The Theme of IITF this year was Women Entrepreneurs. Women entrepreneurs of India combine energy, initiative, determination and talent. They have made tremendous contribution to the progress of our nation. The Fair was provided new impetus to business transactions, joint ventures and investment opportunities in the country.

IITF emerged as the largest consumer goods fair in the Indian sub continent. It contains segments viz. business, social, cultural and educational dimensions that are weaved together whether visitors, exhibitors, media persons, marketing professionals, social activists and NGOs come together to explore their objectives. The Fair is used as a platform to spread awareness about their programmes and policies among the people. Therefore, complimentary passes are given to the above categories of persons on receipt of their requests. Besides, complimentary passes are also issued to the senior officers working in the Govt. Depts. etc. on receipt of their requests.

346 passes were issued by TIR&P Divn. to Member companies of ITPO. Business passes are distributed by IITF Unit  to its participants for their business visitors as per their requirements. F&B Unit distributed 300 passes to F&B Operators and vendors for IITF 2014. EMD unit also issued 200 passes to its vendors of State Food outlets.

No. of passes were given based on the status of the dignitaries.  As a whole, 18,945 complimentary passes were distributed to VIPs/ VVIPs which included - -PMO/ Cabinet Sectt./ President Sectt./ Vice President Sectt: 1555. -MOC/ DOC/ DGFT/            DIPP: 8717 -Delhi Govt./State Govts.: 469   UPSC/Election Commission/ Statutory bodies: 622 -291 complimentary passes for IITF 2014 were issued through Vig. Divn. to the officers of CVC, CBI and Vigilance Divn. of Dept. of Commerce, Ministry of Commerce & Industry on their request. 290 passes were issued by TIR&P Div. to Govt. officials from Depts. concerned with promotion of Hindi, Ministry of Power, State Govts. of West Bengal, Assam, Mizoram, Ministry of Social Justice and Empowerment and 346 complimentary passes were issued to member companies of ITPO. CS & SD issued 125 passes to M/s NCTI. 75 passes were distributed to Sr. officials of NIC, NCSI, MTNL, Railtel and IT officials at MOC who are providing services to ITPO for IT related functions. Security Divn.  distributed complimentary passes to various agencies who were directly and indirectly associated and contributed to conduct of IITF is as under: Delhi Police : 2718,  Delhi Fire Service: 365 Licens. Div. Delhi Police:50 Paramilitary forces: 263,  Coast Guard: 50 Air Force: 125,  Army : 25,   IB/CBI : 34 Engg. Divn. of civil and electrical wings issued 2,200 nos. of complimentary passes to CPWD, DJB, BSES, DMRC, L&DO, Railways, PWD, DDA (civil), Construction agencies, Labour Enforcement dept, Labour Cess department, ESI, SDMC, DUAC, MCD, Ministry of Health, School of Planning and Architecture, etc. Admn. Divn. issued 320 passes to General Section, E-I, Travel Unit, R&I, FIP, RML, Sri Ram Info Media, etc. Other details, such as name and designation, sought is not available in the compiled form, therefore, cannot be provided.
